SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, designee, to execute contracts
with the following non-profit agencies in a total amount not to exceed $856,800 for countywide Parent Aide
Services for the term of September 1, 2007 through August 30, 2008:

CHILDREN'S IMPACT STATEMENT:
The contract award(s)from the RFP will support all five of the community outcomes established in the
Children's Report Card, 1) "Children Ready for and Succeeding in School", 2) "Children and Youth Healthy and
Preparing for Productive Adulthood", 3) "Families that are Economically Self Sufficient", 4) "Families that are
Safe, Stable and Nurturing", and, 5) "Communities that are Safe and Provide a High Quality of Life for Children
and Families" by assisting families in acquiring and understanding the necessities required for family
stabilization. /

(Contracts with Family Stress Center and FamiliesFirst for Countywide Parent Aide Service
Programs continued)
BACKGROUND:
The contracts are the result of the open bid process, Request for Proposals (RFP)#1094 to provide parent aide
service programs in the Central, East and West regions of Contra Costa County.
Parent aides are professionally trained individuals who provide crucial support to the Employment and Human
Services Department (EHSD), Children and Family Services Bureau social workers in the areas of
transportation and supervised parent visitation. The main goal of the parent aide services program is to provide
supervision to parents during visits with their children placed out of the family home, insuring the safety of the
child as well as the parent. Supervised visitation is court-ordered.
Parent aides assist parents in building self-confidence, self esteem and coping skills by demonstrating and
modeling appropriate parent/child intervention.
