SUBJECT: Contract with the Regents of the University of California for survey C,
vouchers.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with the Regents of the University of California, a public
agency, in an amount not to exceed $3,000 to provide survey vouchers as incentives to
Child Welfare Redesign Differential Response Program survey participants and
AUTHORIZE a mutual indemnification clause be included in this contract for the period
July 1, 2007 through June 30, 2008.
FISCAL IMPACT:
No County Costs. $3,000; 100% State Child Welfare Redesign Differential Response
Program Grant funds.

,-SUBJECT: CONTRACT WITH THE REGENTS OF THE UNIVERSITY OF
CALIFORNIA FOR SURVEY VOUCHERS.
BACKGROUND:
The Employment and Human Services Department, Children and Family Services
(CFS) Bureau is implementing Child Welfare Redesign to enhance current service
delivery and improve outcomes for children and families. The redesign plan includes
providing early intervention services, developing community partnerships, and
increasing the number of foster families.
As part of a California Social Work Education Center (CaISWEC) grant to evaluate
Contra Costa County's Differential Response system, the Center for Child and Youth
Policy (CCYP) at University of California at Berkeley is working in collaboration with
Employment and Human Services Children and Family Services Bureau to develop and
conduct a survey of parents participating in the Differential Response Path 1 and Path 2
program. This contract will allow the CCYP to provide gift cards as an incentive to
clients who participate in the Differential Response survey.
This Board Order is requesting Board approval to include a mutual indemnification
clause in the contract with the Regents of the University of California. #19-340-0
