RECOMMENDED ACTION:
I. DETERMINE the five Contra Costa County(County)owned properties, incorporated into and along Harbor
Street and the intersections of Bliss Avenue and California Avenue near State Route 4 Freeway in Pittsburg,to
be no longer necessary for County purposes.
2. APPROVE the conveyance of the five County owned properties incorporated into and along Harbor Street and
the intersections of Bliss Avenue and California Avenue near State Route 4 Freeway to the City of Pittsburg,a
municipal Corporation (City) pursuant to Streets and Highway Code § 960.
3. AUTHORIZE the Chair,Board of Supervisors,to execute the Grant Deed on behalf of the County.
4. DIRECT Real Property to deliver the Grant Deed to City for accep nce and recording.

FISCAL IMPACT:
There is no impact to the County General Fund. The five parcels were purchased with Contra Costa Transportation
Authority(CCTA) fiends.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The County acquired this real property on behalf of the CCTA for the widening of State Route 4,Railroad to Loveridge
project(Project)for improvements along Harbor Street and the intersections of Bliss Avenue and California Avenue in
Pittsburg. All street improvements were constructed by CCTA for the City of Pittsburg as part of the Project.CCTA no
longer needs these properties for State Highway purposes and wishes to transfer the five parcels encumbered with street
improvements and public utilities to the City.
CONSEOUENCES OF NEGATIVE ACTION:
The County would own and be liable for properties heavily encumbered with City road facilities and public utilities.
