The Contra Costa Transportation Authority (CCTA) Citizens Advisory Committee began in
1988 as the "Transportation Partnership Advisory Committee", which was restructured in 1996
as the Citizens Advisory Committee. The Citizens Advisory Committee (CCTA CAC) reviews

transportation issues pertaining to Contra Costa County, advising and providing
recommendations to the Transportation Authority's Board. Among other transportation
issues the committee will assist the Authority in reviewing the Biennial Growth Management
Compliance checklists submitted by local jurisdictions.
The CAC reports directly to the Contra Costa Transportation Authority Board. The CAC
comprises 23 members representing each city and the County. The County is asked to
appoint one representative. Appointees should be citizens with an active interest in
transportation, planning and/or growth management. Terms are for two years and there are
no term limits.
Community Development Department staff recruited to fill the current vacancy in the County
Representative seat. Five applications were received and the all of the applicants appear to
be eligible for appointment to the vacant seat.
At its August 6 meeting, the Internal Operations Committee reviewed the applications of the
five candidates and determined that candidate Philip Weismehl has the most relevant
background for the seat. Thus, the Committee nominates Philip Weismehl for appointment
to the Citizens Advisory Committee.

SUB.IECT: Deciding on the Applications Received for the Current Vacancy on the CCTA CAC
There is currently a vacancy for County representation on the Citizen Advisory Committee (CAC) of the
Contra Costa Transportation Authority (OCTA). Each of the CCTA CAC members serves a four-year
tenn in a volunteer capacity.
The Community Development Department informed the County's Board of Supervisors of the CCTA
CAC vacancy in a memo dated July 11, 2007. To seek potential candidates for the vacancy, the
Department advertised relevant information on its web site. The Department also forwarded a news
release to 1.4 weekly and 22 daily newspapers and publications.
Iia. response to the advertisements, five candidates submitted their applications which are enclosed for
your reference. As a minimum requirement, candidates must reside in unincorporated areas to be
eligible for representing the County on the CCTA CAC
Departmental staff reviewed the submitted applications in terms of educational background, relevant
volunteer and/or work experience, personal interests, affiliations and availability to attend the CAC
meetings. In view of this review, Mr. Philip Weismel-d has the most relevant background among the
candidates on issues relevant to the CCTA CAC. It should be noted that staff does not know any of the
five candidates and has not interviewed them. Should the Comunittee members require more extensive
knowledge before selecting a candidate, they may wish to invite the candidates for an interview at a
future i.neeting.

Between completing my undergraduate degree and before beginning law school, as
well as in the summers during law school, I worked for two firms conducting
transportation studies for large urban freeway projects in the Chicago area -
Howard, Needles, Tammen and Bergendoff and Skidmore, Owings and Merrill. My
work including socio-economic and community impact studies. I took some
graduate courses in city and regional planning during this period as well.
My undergraduate work was in Political Science, with an 'emphasis on urban
affairs. I authored various studies in that area, one of which became the core
for a chapter in a book by my faculty advisor, Chicago: A One Party State, by
Peter Knauss.
Law school course work of relevance included State and Local Government Law,
State and Local Taxation and Tax Theory and Public Finance. In the latter
course I authored a paper evaluating the legal, economic and policy
considerations of offering free public transit.
Since graduation from law school I have worked for the California Legislature,
the San Francisco Bay Conservation and Development Commission and currently,
for many years now, for the California Public Utilities Commission, as both an
attorney and administrative law judge. I currently supervise the work of
approximately 10 judges as the Assistant Chief. of my division. In the course
of this work I have extensive experience in many areas of the law, including
environmental law and extensive experience in evaluating studies by experts in
many areas including accounting, economics, engineering, rates and
environmental .

1 have been a judge fbr approximately ld_ years and was an attorney for the
commission for many years before that.
Interest:
I have lived in the county for many years and seen transportation matters
become more problematic, not less. I believe there are many areas in which
transportation can be improved, particularly in offering better opportunities
in public transit, making it a more realistic option for larger segments of
the county. I believe that current public transit options may well discourage
usage. I also believe bicycles can be more extensively integrated with transit
options to provide broader commute/travel alternatives. While I have had an
interest in transportation matters for many years, the .Citizens Advisory
Committee provides an opportunity to bring myself back into a more direct role
than I have had recently.
Affiliations:
As a board member and president of my congregation's board of trustees, I was
directly involved in our successful, but lengthy and challenging, efforts to
secure county approval in the face of opposition from neighbors, much of it
related to traffic concerns. It was amazing to me how easily impressions can
develop that are at odds with the on-the-ground facts and the need to work
with a community to develop understanding.
TransportationInterests:
I believe that all of the available modes of transportation, automobile,
public transit, bicycle, have important roles in the community. I believe the
primary emphasis has been on better accommodating the automobile, at
tremendous cost and with marginal success. My interest is in exploring options
that will provide more reasonable choices to residents and businesses in the
county, with a better use of limited resources while enhancing quality of
life.
MeetingSchedule:
I should have no problem devoting the necessary time and energy to the affairs
of the CAC, including attending meetings as scheduled_ While I work in San
Francisco, my hours are relatively regular and I do not travel. I have the
requisite time to review any materials related to the committee work and to
attend all necessary meetings.

Because of the nature of living in an unicorporated area of the County, the
citizen's don' t really have a "local voice" , Supervisor Bonilla has a huge
area to represent. The CAC provides a sounding board for the underrepresented
citizens of the unincorprated areas and raises the possibility for positive
change and influence on County / City policies that affect us.
Affiliations:
During a number of Walnut Creek's General Plan drafting community meetings, I
became aware of a zoning change request from property owners near the corners
of Cherry Lane and Walden (2 .2 acres) . The request was to increase the
density from 1-3 dwelling units per acre to 14-22 DU/acre. This was
incongruent with the type of properties in the area. The rezoning was of
areat concern to me because it would bring even more traffic into the area. In
2003, I met with Sup DeSaulnier about traffic on Cherry Lane, he arranged for
CCPublic Works to do a 3 day traffic study. The results significant, showing
1850 - 1950 cars per day NB & SB on Cherry Ln. So with results of this
traffic study, I canvassed the neighborhood with a petition highlighting what
the zoning was and what it could become. 48 property owners signed the
petition, I submitted it to WC Planning Commission and participated in the
public comment sessions. The requested rezoning was denied.
But most of all I am a concerned neighbor and would like to become more
involved with the transportation challenges that face this wonderful
neighborhood.
TransportationInterests:
Though we live in unicorporated county, our traffic is :-ery much connected to
the transportation plan of the City of Walnut Creek. Our voice could help the
City better manage the main arteries around unicorporated areas - direct
traffic to them and not to neighborhood streets, traffic light control
studies, the viable use of traffic calmers, increased use of public
transportation to schools, shopping and medical facilities, attracting
non-vehicle owners to transit villages by providing car-sharing programs to
the residents.
MeetingSchedule:
Yes, I work in downtown Oakland until 5 pm - 6:30 is no problem. From time to
time, if earlier meetings are required, my schedule is flexible and am usually
able to adjust accordingly.
