RECOMMENDED ACTION:
ACCEPT report on the Vasco Road Safety Improvement Project, and DIRECT the Public Works Director to
proceed with the preferred alternative, Brentwood area. (District III)
FISCAL IMPACT:
No impact to the General Fund. This project is partially funded through a federal earmark, East County Regional
Fee and Financing Authority traffic mitigation fees and Proposition 1B funds. Full project funding remains to be
identified. Assuming the remaining project funds is to be from sources other than the General Fund,there will be no
impact to the General Fund.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Vasco Road is a north/south arterial between Camino Diablo Road near Brentwood in Contra Costa County and
Tesla Road in Alameda County.
Vasco Road is eleven miles in length within Contra Costa County.The existing roadway consists in general,of one
12-foot lane in each direction with 6-8 foot exterior shoulders. There are two three lane sections for truck climbing
and passing in the southbound direction. There is no passing lane in the northbound direction.
Prior to the late 1990's, Vasco Road was a narrow country road connecting the communities of Livermore in
Alameda County with Brentwood in Contra Costa County. Within Contra Costa County the roadway generally
followed the alignment of Kellogg Creek. Construction of the Los Vaqueros Reservoir by Contra Costa Water
District(CCWD)on Kellogg Creek required the relocation of Vasco Road. CCWD constructed a new 11 mile long
roadway from the Alameda/Contra Costa County line to Walnut Boulevard. Upon completion in 1996, CCWD
transferred the new road to Contra Costa County. The new roadway alignment is to the east.of the previous
alignment and is designed to a higher standard than the superseded facility.
Vasco Road north of I-580 is a major commuter and truck route linking the Tri-Valley and Silicon Valley with
Eastern Contra Costa County. Vasco Road has become an alternative commute route to the congested 1-680 and SR
4 corridors. Since the 1990's, commute traffic on the Vasco Corridor has increased steadily due to residential
growth in Eastern Contra Costa County and employment in the Tri-Valley(Alameda and Contra Costa Counties),
and Silicon Valley in Santa Clara County. Eastern Contra Costa County is experiencing continued population
growth as housing needs in the San Francisco Bay Area increase. This growth has resulted in additional commute
traffic on Vasco Road.The increase in traffic volumes is expected to continue as more people move into the eastern
part of the County.
A number of collisions involving injuries and multiple fatalities along Vasco Road caused the community to
advocate for safety improvements on this increasingly traveled corridor. In 2003,the Contra Costa County Board of
Supervisors formed the Vasco Road Safety Task Force to specifically address safety on Vasco Road.
Improvements made to date:
• Signing and Striping added for aerial enforcement at the request of the CHP from Walnut Boulevard to
County line (August 2003)
• Double yellow no passing zones added at various locations(August 2003)
• Daytime Headlight Zone Created and Signed (October 2003)
• Shoulder grading to remove sight distance obstruction (February 2004)
• Active Feedback Speed Signage Installed (April 2004)
• Intersection improvements at Camino Diablo completed (April 2004)
• Median and shoulder rumble strip completed with vertical delineators in the median for one-mile test section
(October 2004)
• Safety Corridor Signs installed January 2005
• A total of 1200(150 in Alameda County)additional vertical delineators placed in the median,for a length of
12.4 miles, except near Camino Diablo (September 2005)

In the on-going effort to increase safety along this stretch of roadway, the Public Works Department has worked
with traffic and design consultants to analyze the effects of a median barrier and develop project alternatives.
Through this effort,the Public Works Department has identified a safety project in a segment which has experienced
a number of cross median collisions. This project will widen and construct a concrete median barrier along Vasco
Road beginning approximately three miles north of the Contra Costa/Alameda County line for a project length of
approximately 2.5 miles. The existing 2-lane segment (approximately 1 mile) will be widened to provide a
southbound passing lane and concrete median barrier. The existing 3-lane segment, north of the 2-lane segment
(approximately 1.5 miles), will be widened to provide a pavement width necessary to construct a median barrier
while maintaining the current number of travel lanes. Associated signing, striping, turn pockets and barrier end-
treatments will be constructed as necessary to accommodate the installation of median barriers. Bridge widening at
Brushy Creek will be required.
Nolte Associates Inc. has been retained as the design consultant as approved by the Board of Supervisors on
February 27,2007 and upon Board of Supervisors direction,will proceed with the design of the project as described
above. The limits of the project will depend upon available funding at the time of construction. The primary focus
of the project will be to widen the existing 2-lane segment to provide a southbound passing lane and concrete
median barrier. Should additional funding become available,widening and installation of median barrier will extend
in the northerly direction into the 3-lane segment. The limits of this extension will be dependent upon available
funding.
CONSEQUENCES OF NEGATIVE-ACTIONS:
Should the Board of Supervisors not direct the Public Works Director to proceed with this project, project design
will not commence and the project will not be constructed. Vasco Road will remain in its existing condition and
other safety improvement methods will be discussed and considered, using the existing funds available.
