THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Date: July 24, 2007 Public Comment
On this date, the Chair called for public comment. The following people presented
testimony:
■ Roland Katz, Public Employees Union Business Agent, Local 1, informed the
Board the State of Texas and Connecticut has decided not to comply with
Governmental Accounting Standards Board (GASB); and requested the Board to
put in perspective what GASB is. Mr. Katz also shared portions of a Resolufion
entitled"Contra Costa Leadership Resolution for Health Care Reform" about
health care;
■ Mrs. Fahre, resident of Colusa requested the Board for an Environmental Impact
Report for Phase 1 and 2 of the Colusa Circle projects. She requested the Board
to consider the Berkeley residents and said she understands this is Contra Costa
County but the traffic problems in Colusa are horrific.
Supervisor Gioia noted couple of projects are moving forward and advised
these projects cannot be combined to force different property owners into
one approval process. He asked Ms. Fahre to direct her questions to the
Planning Commission first.

RECOMMENDATION:
ADOPT Position Adjustment No. 20371 to establish the classification of Fire Equipment Mechanic
at Salary Level QS5 - 1575; reclassify six (6) incumbents (Position No. 5674, 5675, 5676, 5677,
5679,6704)from Equipment Mechanic to Fire Equipment Mechanic and reallocate the salary of Fire
Apparatus Service Coordinator from Salary Level QS5 - 1598.
FISCAL IMPACT:
The total annual cost associated with this action is $7,000.
BACKGROUND:
During the 2006 contract negotiations with Public Employees Union, Local #1, Section 58.7, C.4,
was added to the Memorandum of Understanding (MOU)which states, "Employees assigned to the
Fire Protection District to perform the duties of Equipment Mechanic shall receive a five percent
(5%) differential .effective July 1, 2006. A new classification of Fire Equipment Mechanic
incorporating such differential will be established no later than July 1, 2007".
