RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to execute a contract with Catholic Charities of the East Bay in an
amount not to exceed $70,500 for tutorial services for Head Start teachers for
the period July 1, 2007 — December 31, 2007. (100% Federal funds) (All
Districts
FISCAL IMPACT:
This contract is funded through Federal Head Start funds. The funding is included in
the Department's FY 2007-08 budget. There is no net County cost to this contract.

Catholic Charities/T&TA contract July 24, 2007
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
This proposed contract with Catholic Charities of the East Bay will provide
specialized training and support services to assist entry level department
employees who speak English as a Second Language (ESL) to obtain the
required education college classes to meet State licensing and Head Start
program regulations. The tutorial classes and small group sessions will help
employees successfully meet educational benchmarks, which, in turn, will
assist the department to meet state and federally mandated goals.
