SUBJECT: Contract amendment with Narcissus Hogue for Independent Living Skills
Program (ILSP) Speakers Bureau services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with Narcissus Hogue, effective June 29,
2007, to increase the payment limit by $10,800 to a new payment limit of $36,400, with
no change in the term of July 1, 2006 to December 31, 2007, to provide additional
Independent Living Skills Program Speaker's Bureau services to foster children
preparing to emancipate from the foster care system.
FISCAL IMPACT:
No County cost. $36,400: 100% Federal Independent Living Skills Program funding.

INDEPENDENT LIVING SKILLS PROGRAM (ILSP) SPEAKERS
BUREAU SERVICES
CHILDREN'S IMPACT STATEMENT:
The Independent Living Skills and the Child Welfare Services Programs support all five
of County's community outcomes: "Children Ready for and Succeeding in School";
"Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that
are Economically Self Sufficient"; "Families that are Safe, Stable and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and
Families".
BACKGROUND:
The Independent Living Skills Program (ILSP) is designed to prepare foster children
age 16 years and over for emancipation and responsible adulthood. ILSP services
include daily living skills, money management, career and educational planning, and
housing assistance. ILSP has served more than 1,200 youth since July 2002 and has
been identified as a best practice model by the California Department of Social
Services. The Employment and Human Services Department delivers ILSP services
countywide with offices in. Martinez (Central County), Contra Costa College (West
County), and Los Medanos College (East County). ILSP also offers individualized
services at homes and schools throughout the County.
Ms Hogue as part of the ILSP Speakers Bureau will conduct outreach/recruitment and
speak about issues, concerns, and experiences related to being in the foster care
system as well as transitioning out of the foster care system to current foster youth as
well as emancipated youth, and any other interested groups or organizations.
This contract is for a limited period of time while the Department evaluates the
continuing need for these services to determine how best to provide them. This contract
amendment will increase the service hours from an average of 20 hours a week to 40
hours a week to meet the increased need for services. (#21-172-8)
