RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract amendment with Contra Costa Yellow Cab Co., a California Corporation,
effective August 31, 2007, to extend the term from August 31, 2007 to October 31, 2007, with no
change in the payment limit of$48,500, to provide taxi services to CaIWORKs Participants.
FISCAL IMPACT:
$48,500: 100% California Work Opportunity and Responsibility to Kids (CaIWORKs) funding

SUBJECT: Extend Contract with Contra Costa Yellow Cab Co. for Taxi Services to
CalWORKs Participants
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing transportation services to
CalWORKs participants thus enabling them to become self-sufficient.
BACKGROUND:
In November of 2006, the Employment and Human Services Department (EHSD) converted its
long-running Rides to Success Transportation Program for California Work Opportunity and
Opportunity to Kids (CalWORKs) participants from a contracted bus model to a taxi-based
model. The program has proven to be extremely successful providing improved service
reliability and cost effectiveness by providing demand-response transportation services.
EHSD is currently in the process of reviewing responses to Request for Interest (RFI) 323, RFI
324, and RFI 325 to provide Taxi Service throughout Contra Costa County. This extension will
enable Contractor to continue providing services until new contracts are awarded.
