HomeMy WebLinkAboutMINUTES - 07242007 - C.85 41 SW `� Contra TO: BOARD OF SUPERVISORS �:-y- FROM: ROBERT KOCHLY DISTRICT ATTORNEY , Costa DATE: July 24, 2007 __ v`� �t)t,�� County SUBJECT: Approval to Submit an Application and Execute a Grant Award Agreement with the U.S. Department of Justice, in Concert with the City of Richmond, for funding of Criminal Justice Programs under the Justice Assistance Grant Program in the Amount of$ 179,816 for the Period October 1, 2006 through September 30, 2010 SPECIFIC REQUEST(S)OR R17COMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the District Attorney to submit an application and execute a grant award agreement,and any extensions or amendments thereof,pursuant to Federal guidelines,and in concert with the City of Richmond,to the Federal Department of Justice for Justice Assistance Grant(JAG) program for funding in the amount of$179,816 for the period October 1, 2006 through September 30, 2010. (Federal funds—No Match required) Authorize the District Attorney to enter into a Memorandum of Understanding with the City of Richmond,required by federal guidelines to implement the program funding. FINANCIAL IMPACT: Of the$179,816 available under this program,$118,198 will be used by the City of Richmond for program costs and $61,618 by the District Attorney,pursuant to agreement,The County portion will provide partial funding of salary and benefits for a Deputy District Attorney dedicated to domestic violence prosecution. The District Attorney will serve as the lead agency for the program, and has dedicated the pennitted allocation for administrative support to direct service. Currently, $179,816 in total funding is available through the federal fiscal year 2007 appropriation and must be spent by September 30,2010. Funding requirements require the establishment of a trust fund in which to deposit the JAG funds. Supplantation is prohibited. Expenditures and revenue for the County portion of the grant will appropriated in the fiscal year the funding will be used. No match is required for this program. This program includes an allocation available to the City of Richmond to use in concert with the County, pursuant to a Memorandum of Understanding. The District Attorney and the Richmond Police Department secured JAG funding in 2005 and 2006 to enhance its code enforcement program, through funding a deputy city attorney dedicated to this program area and working in close cooperation with the Police Department. The District Attorney's program is in the area of domestic violence prosecution. The 2007 grant funding would permit both agencies to continue these prograins. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve the recommendation will result in the inability of the District Attorney to apply for and receive Federal funds designated by the Federal Department of Justice for use by Contra Costa County and the City of Richmond.
