SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Resolution 2007/ 40o APPROVE Side Letter of Agreement between the County and United Professional Firefighters•of Contra Costa County, IAFF Local 1230 granting a 5% monthly pay differential to represented members assigned to participate in the Fire Investigation Off-Duty Standby Team. This action was effective April 24, 2007. BACKGROUND: I The fire inspector minimum qualifications (MQ's) were recently changed and fire investigation related requirements were removed in an effort to increase the fire inspector applicant pool. The change in the MQ's made fire inspector participation in the fire investigation off-duty standby team strictly voluntary. All fire inspectors who were participating in the fire';investigation off-duty standby team as a condition of employment have elected not to continue their involvement on the-?team. Off-duty fire investigation standby is now provided by persons assigned to the Fire Investigation Unit (FIU)who receive a maximum monthly pay differential of 2.5% of their base pay, as per Local 1230 MOU,.Section 5.12. The three (3) persons assigned to the FIU are responsible for providing all fire investigations off-duty standby coverage which represents a significant increase in their off-duty time commitment (ten (10) or more days per month on average)to . the Fire•District. The proposed increase in the off-duty standby pay'differential to 5% represents the commonly accepted standard monthly pay differential for off-duty standby coverage among Fire District personnel.
