SUBJECT: Auditor-Controller -• P 300 4413385 Requesting the Reclassification
of Accountant II, position No. 10-06 to Accountant III
Background
Subject request was initiated by the Auditor-Controller's Office in September
1984 requesting that subject position be reclassified to Accountant III from
Accountant II to appropriately classify subject position based upon the duties
and responsibilities performed. Subject position is assigned to the General
Accounting Section of the Accounting Division and reports directly to the
Supervising Accountant II in charge of the division. The pertinent reporting
relationships are depicted in the attached organization chart (attachment 441) .
As the Accountant II position assigned to the General Accounting Section,
subject position is additionally one of seven section leaders designated
as appropriate for the Accountant III level as previously agreed between
the Personnel Department and the Auditor-Controller's Office and stated
.in the attached memorandum dated May 18, 1977 (attachment 442) . In August
1977 P 300 449985 (attachment 443) requested that five Accountant Ii positions
be reclassified to Accountant III per the May 1977 agreement. It was due to
the minimum requirements for Accountant III that not all incumbents of the
seven accounting sections, namely the Claims and Trust Section and Accounts
Payable Sections were reclassified in August 1977. Through staff reassign-
ments and movement an Accountant II incumbent was assigned to General Account-
ing and was later reclassified in 1978 to Accountant III. The request• to study
the position assigned to the General Accounting Section was initiated in
August 1978 and a study was conducted. A copy of P 300 4410478 and the study
recommendations are included as attachment 444.
Staff met individually with the Accounting Services Officer, the immediate
supervisor of subject position and the incumbent to discuss the duties and
responsibilities as outlined on the classification questionnaire.
The incumbent of subject posl.tion has beell performing Lire dutics and responsi-
bilities below for approximately four and one-half years and is currently
number two (2) on the county-wide promotional Accountant III eligible list
which promulgated June 26, 1983.

Findings
Subject position is assigned the responsibility of supervising the General
Accounting Section of the Accounting Division including the financial system
control. In this assignment subject position supervises one Accountant on
temporary assignment, five full=time Account. Clerks, one part-time Account
Clerk and one Accounting Technician involved in four varied accounting functions:
schools accounting, trust accounting, financial system control and general ac-
counting (80%). The supervision exercised by subject position is evidenced
by subject position's responsibility for assigning and reviewing work, setting
priorities, completing employee performance evaluations and reviewing them with
the individual employees of the section, granting vacation and authorizing sick
leave. Subject position's remaining responsibilities involve the complex pre-
paration of the various financial statements and reports to the State and other
monitoring agencies, i.e. , Grand Jury, Metropolitan Transportation Commission,
Special Districts, 'wherein subject position reclassifies and recategorizes
data from the various accounting functions and presents the data in a particular
format according to the requirements of the monitoring body, i.e. , the State (20%) .
Additionally, subject position :is responsible for troubleshooting the most complex
problems arising in the clerical accounting sections.
Conclusion
Based upon the work supervision and complex accounting activity performed by
subject position combined with the May 1977 Accounting Section staffing agree-
ment and subsequent 1978 desk audit findings, staff recommends the approval
of subject request.
Recommendation
Reclassify Accountant II, position No 10-06 to Accountant III.

1. Request: To reclassify a B-Level Clerk (Phyllis Lee
#54-01258, JWXB) to a Medical Records
Technician '(MRT) classification.
2. Organizational Chart (see attached)
The West County CMHC Medical Records Unit consists of one
Medical Records Administrator (VNH8, 454-01393, presently vacant)
and two B-Level clerks ( 654-01258 and #54-01398). The two clerks
have been trained by the MRA to perform specialized clerical
tasks related to a medical records unit. Phyllis Lee has been
performing these specialized tasks since June 1982, and just
recently passed the MRT examination.
3. Monthly Salary Difference and Cost Center.
Phyllis Lees monthly salary as a B-Level Clerk is $1,379.
(including 3% comparable worth and 5% COLA.) Step 1 of the
MRT classification is $1,467 (including 3% comparable worth and
5% COLA). The difference is an increase of $88/mo. , or annualized,
$1,056/year. (See Source and Amount of Funds below.) This full-
time permanent position would remain in cost center 5971.
4. Source and Amount of Funds.
The funding to support the difference of + $1,056/yr. will come
as the result of another personnel action. In a separate
justification/exception to the freeze memo, we will be requesting
that our Medical Records Administrator position (VNH8 X654-01393)
be reclassified to an Accredited Records Technician, for a yearly
savings of approximately $3,350. (This figure was derived �y
comparing the first steps of each classification, however the
previous MRA incumbent was at step 4, so, in actuality, a greater
savings will be realized.)

5. Specific Manner in which this Position Generates Revenue.
This position, either at the B-Level Clerk or MRT level, does not
directly generate revenue. However, since the position is
responsible for (1) analyzing charts and notifying clinicians of
any UR-type deficiencies, and (2) maintaining a UR tracking system,
the position is crucial in helping to prevent possible future
disallowances in an UR audit.
6. Consequences of Not Filling The Position which cannot be Mitigated
by Internal Staffing Adjustments.
When West County received the National Institute of Mental Health
grant in 1980, the staffing pattern for the medical records unit
was (1) MRA and (3) MRTs. When it became evident that the grant
was not going to peak at the level we anticipated, some staffing

modifications had to occur. Instead of hiring three MRTs,
we drew two clerks from the existing clerical staff in West
County.
Over the past four years these two clerks received excellent
on-the-job training from the MRA in preparation to take the
MRT exam (plus they took a correspondence course on their own
time). In effect, the internal staffing adjustment was made
four years ago. This personnel action request represents the
second stage in the process of making the classification fit the
actual work they are performing. We hope to convert the remaining
clerical position to an MRT in the future.
These clerks now have very marketable skills, and I feel if
we don't make this reclassification they will soon seek employ-
ment elsewhere. That would mean that we -would have to begin
all over training other clerks. This would seriously negatively
impact the WCCMHC medical records system, which has received
many plaudits from the. County and State as a model mental health
medical records system.
