The Nominating Committee of the Homeless Continuum of Care Advisory Board is
recommending that the following individuals be reappointed for another term to the
Board to their present positions.
This recommendation is based on the quality of participation each member has displayed
during his or her previous term, and the dedication demonstrated towards working on
ending homelessness in Contra Costa County.

Care Board?
I have been managing homeless services at SHELTER, Inc. for the past 13 years, and
have worked on behalf of homeless people for 17 years. The programs I have managed
include emergency shelters, transitional housing, scattered site transitional housing and
prevention services. My work has involved developing new programs,managing and
improving existing programs. I am currently the chair of the Continuum of Care Board's
Program Committee and the Homeless Management Information Systems Committee.
2. What are some of your perceptions and/or opinions about homelessness in
Contra Costa County?
There continues to be.a severe shortage of permanent affordable housing for low-income
people, including homeless adults and families. Due to this, multiple strategies must be
used to assist the homeless to regain housing, such as the development of permanent
supportive housing units, additional Shelter Plus Care certificates and the development of
low cost housing units. Services, such as mental health treatment, substance abuse
treatment need to become as easily accesses as possible. Through coordinated
community efforts, the incidence of homelessness in the county can be greatly reduced
Coordination of services needs improvement. Developing a database that offers a case
management component will improve access to services and improved service delivery.
3. Why are you interested in homeless issues?
I believe that housing should be a right for everyone.
4. What specific skills do you bring from your private or business life?
Program management and development,budgeting, staff supervision,knowledge of
Contra Costa County service providers and their concerns, grant management, knowledge
of landlord/tenant civil code, fair housing regulations, and a history of the Continuum of
Care Board and its many predecessors.
5. What are your main areas of interest relative to homeless issues, i.e.
emergency housing, education, health care, transitional housing, etc.?
Family emergency shelters, transitional housing for various populations, service delivery
HMS and coordination of service delivery.
6. What communities do you represent?
I represent an agency that offers services to the homeless and receives funding through
the McKinney grant process. I also represent the Association of Homeless and Housing
Service Providers, a body of organizations that offer housing and other services to people
who are homeless or at risk of homelessness.

Personal Skills- public speaking, advocacy, letter writing, production of TV shows are all
skills I developed during 20 plus years of teaching high school students and. 10
years' membership in the League of Women Voters.
r. Experience: Since 1999 I have been involved in advocacy for the homeless as part of
Christ the King Parish Social Justice Committee and since 1994 have been on the
Board of Directors of the League of Women Voters of Diablo Valley(served $g
LWV President in 1999-2001. I am presently Co-Chair of the Interfaith Council
of Contra Costa County's Social Justice Alliance and Catholic Charities East Bay
Board Member_ I was Treasurer of the National Alliance for the Mentally III of
F. Contra Costa and have represented NANfl-CC on the Continuum of Care Board.
2- What are some of your perceptions and/or opinions about homelessness in
Contra Costa County?
Contra Costa County has declared families with children a high priority,and—prior to
the current budget crisis--1 had seen a marked improvement in the County'$eonim xfieiit
of funds to this issue, especially when new fanuly shelters and transitional housing in
East County were opened, as well as the installation of some beds for youth. The County
is also listening to the.Interfaith Council which asks for some of the barracks on the
Concord Naval Weapons Station for the homeless. However,there are abm 500 faToily
members on the Homeless Shelter Waiting List,the majority children. Also, some 7°!0 of
the adults in our County shelters are elderly whose income is limited and not sufficient to
afford housing. We in the faith communities will be working to partner with the County
and to supplement County efforts, thus helping to decrease the number of homeless in
Contra Costa_ Vire will also be advocates for attracting State and Federal programs that
address the myriad issues that can lead to homelessness.
3. Why are you interested in homeless issues'
I believe everyone has the night to an adequate standard of living: including adequate
food, clotbin&housing, and education.

4. What specific skills do you bring from your private or business life?
Ability to study,judge, and act to help correct problems that exist. Advocacy,teamwork
skills,producing television shows, and helping to organize the Homeless Summit,a
group that oversees the Winter Nights Rotating Shelter.
S. What are your main areas of interest relative to homeless issues,i.e.,
emergency housing,education,health care, transitional housing,etc.?
Public information and education and families with children are my two main areas of
{ interest. I am particularly interested in keeping families intact: job training and
employment for the parent(s),emergency and transitional housing for families while they
accumulate adequate funds for an apartment, and regular school attendance for the
children. I'd like to help bring the stories of our struggling homeless families and those
of the elderly in our shelters to the citizens of Contra Costa.
6. What communities do you represent?
Social Justice Alliance of the Interfaith Council of Contra Costa County,National
Alliance for the Mentally 1.11 of Contra Costa, Christ the King Parish(Pleasant Hill)
Social Justice Committee, Hope Conference, Catholic Charities of the East Bay, and
.Adviser to the League of Women Voters of Diablo Valley on homeless issues.

Faith congregations,businesses, charitable organizations, and government must work as
partners to begin to solve the problem of homeless families and homeless elderly. Contra
f Costa County, which has the highest median income in the state should not have a gap of
unmet need for emergency shelter, transitional housing, and permanent supportive
housing.

I believe all people have the right tolra safe& healthy place to live.
Our parks,streets,carats weren't meant ashotasing,and our citizens
without houses use these locations because titer can't fled anywhere
else to line. This impacts everyone because children can't play,of let

Our county has made great progress in helping homeless in the past 15 yrs.,I

1. What personal skills and experience do you bring to the Continuum of Care
Board?
It was my previous pleasure to serve on the COCB for over six years, from its
transition from HAC to the Contra Costa Continuum of Care Advisory Board.
During this time, I served as Chair of the Board and Chair of the Public
Information and Education Committee, and on the Rating and Ranking
Committee.
I work as the Community Services Manager for the City of Concord, managing
over$1.5 million in federal and General Fund grant monies that are invested in
our community to fund services, housing, and economic opportunities for
Concord's lower income residents. In that capacity I participate in the Contra
Costa HOME Consortium, which includes the County and cities of Antioch,
Concord, Pittsburg, and Walnut Creek. The Consortium mandates goals for
funding a continuum of homeless services in the Five-Year Consolidated Plan, an
update of which was approved by the Board of Supervisors in May, 2005.
Prior to entering the public sector, I was the Executive Director of Mt. Diablo
Habitat for Humanity for two years and Development Director of S.A.V.E., a
shelter for battered women and their children in Fremont CA, for five years. I
hold a Masters degree in Counseling Psychology with an emphasis in cross-
cultural counseling, and volunteered as a counselor as SAVE, working with
women and children who were homeless and abused.
-.As a nonprofit manager, I successfully competed for federal grants, including
CDBG and ESG, as well as grants from foundations, businesses, and other private
sources. In my position with the City of Concord, and my prior position with the
City of Pittsburg, I have experience in all aspects of funding nonprofit agencies to
provide homeless and other human services in Contra Costa County. Knowledge
of the challenges inherent in both getting and giving grants has been invaluable in
my service on the Ratings and Rankings Committee.
2. What are some of your perceptions and/or opinions about homelessness in
Contra Costa County?
These are some of my core beliefs about homeless people in our community:
Homelessness is not a"destination"but a "detour" for most people in Contra
Costa County.
Families, and children, constitute the majority of our homeless.
)> As rents increase disproportionately to the incomes of lower income people,
more and more individuals and families are at serious risk of entering the
rank of the homeless.
Homeless services must emphasize permanent, affordable housing solutions
to effectively address the issue.
When possible it is desirable to include job training and other means to
increase household income and ensure economic stability.
Homeless people come from all walks of life, all education levels, all levels
of intellectual ability. They have inuch.to contribute to our society. Our
community will be vastly richer, in every sense of the word, if we can help
them discover and enlarge their talents and abilities, and help them out of this
temporary situation.
Homeless substance abusers and/or mentally ill are a small, but very visible,
part of our homeless population, and one that greatly influences public
opinion.
There is a core group of people that will need supportive housing throughout
their lifetimes.
3. Why are you interested in homeless issues?
Homelessness has twice impacted my life. The first time I became homeless I
was 18 months old. My mother fled home trying to escape domestic violence at
the hand of my father. At that time, during the mid-1950's, there were.not
domestic violence shelters, and nowhere for a homeless woman and child to stay.
Like many of today's homeless families, we lived with friends and relatives for a
while, until economic conditions forced us to return to my father. My life's
experiences and course would have been drastically altered if my mother had been
presented with alternatives to staying in an abusive relationship.
My second experience with homelessness occurred when I was 16 years old. I
became a teen runaway, leaving home, as my mother had tried to do years before,
to escape continuing abuse by my father. Then, as today, there was virtually no
place that would or could serve a minor without parental consent. I.would not
involve child protective services, because my father had wealth and standing in
the community, and .I did not want to endanger the future and stability, however
tenuous, of my siblings and mother.
Although I lied about my age and worked a minimum-wage job eight hours a day,
it was not enough to live on—just as today's families cannot survive on minimum
wage pay. I lived in my car, with friends, at a church, and in a commune. I
scrounged the dumpsters in the back of grocery stores for discarded food and
bruised fruits and vegetables that were still edible. I took sponge baths in public
restrooms, and where I worked, trying to remain presentable and employable.
Eventually, with help from a church group, I found a stable living arrangement, a
better paying job, and left the ranks of the homeless. Also like most of the
homeless in Contra Costa County, my experience was temporary, lasting under a
year, and I was able to move from out of homelessness with some outside
assistance.
I empathize with those who are living hand to mouth, only a paycheck away from
becoming homeless, because I was there. I have an understanding of the situation
women face when they are fleeing domestic violence, and the issues their children
have, because I both lived it and worked in the field. And, although youth run
away from home for a variety of reasons, I know something of the unique

HOME, HOPWA, and economic development grants,
ability to write effective proposals for funding,

make funding recommendations,
personal and work-related knowledge of homelessness
➢ experience in a therapeutic setting with abused women, abused children, and
seniors,
experience in educating the public about domestic violence and
homelessness,
➢ strong commitment to providing the best possible environment and programs
for the client, and
great respect for the challenges being endured by the homeless client.
5. What are your main areas of interest relative to homeless issues, ie.
emergency housing, education, health care, transitional housing, etc?
I am most interested in assuring that homeless people have adequate access to
affordable housing and job training/skill development, and in educating the public
about homeless issues.
6. What communities do you represent?
In past service on the COCB I have represented Central Contra Costa County in a
governmental seat.
7. Additional comments:
I enjoyed serving on the COCB from its transition from the HAC until a few years
ago. Although our county faces many challenges ahead, especially as rents
continue to skyrocket, the digital divide widens, and our population ages, the
COCB has the potential to play an even greater role in reducing homelessness in
our community. I would be proud to serve on the COCB at this time.

Care Board?
I am the Regional Director, and the Director of Intervention Services
at STAND! Against Domestic Violence. I supervise the emergency
shelter and the Transitional Housing programs. I have over 15 years
of experience working in management level in the field of Domestic
Violence, and I have the knowledge that can be useful to the COCB
regarding homelessness created by domestic violence and by poverty.
2. What are some of your perceptions and/or opinions about
homelessness in Contra Costa County?
I support the initiative to try and end homelessness In Contra Costa.
My opinion is that Contra Costa,just like many other counties in the
US, doesn't have the full budget necessary to end homelessness. I
believe that the issue is complex, and many times consist of other
issues such as mental health issues, recovery issues, social
justice/priorities issues, political issues— and yet that CC is striving to
address it holistically.
3. Why are you interested in homeless issues?
Because Ideal professionally with women and children who are
homeless due to domestic violence. And because I am interested in and
involved with issues of social justice and in finding solutions.
4. What specific skills do you bring from you private or business life?
Management of emergency shelters and Transitional Housing and
knowledge of providing services, as well as experience, in strategic
planning.

I am the director of Intervention Services including the emergency

STAND!, thus my interest to be on the board.
