BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board, County
staff and the mayors' council members, and staffs of Contra Costa cities, on issues related to

the development, approval and administration of the County Hazardous Waste Management
Plan. Specifically, the Board charged the Commission with drafting a hazardous materials
storage and transportation plan and ordinance, coordinating the implementation of the
hazardous materials release response plan and inventory program, and to analyze and
develop recommendations regarding hazardous materials issues with consideration to broad
public input, and report back to the Board on Board referrals.
The Commission has 13. members, each with an appointed alternate: 2 city representatives,
3 business representatives, 3 environmental organization representatives, 1 League of
Women Voters representative, 2 labor representatives, 1 environmental engineering firm
representative, and 1 general public representative. Terms for all seats are four years. The
IOC reviews nominations to all seats except those designated for cities.
At its meeting on July 16, the IOC approved the nominations.

Re: Nominations for Vacant Alternate Labor Seat #1 and Alternate Business Seat#2
The Hazardous Materials Commission would like to nominate Don Snyder to the vacant Labor Alternate Seat
#1 position. This term expires on December 31, 2010. Mr. Snyder is the Assistant Business Manager for IBEW
Local02, and would be representing the Contra Costa Central Labor Council. Mr. Snyder lives at 1407
Marchbanks Drive, #2 in Walnut Creek. His application and letter of nomination are attached.
The Hazardous Materials Commission would also like to nominate MattMarusich to the vacant Business
Alternate Seat#2 position. This term expires on December 31, 2009. Mr. Marusicb is a chemical engineer at the
Tesoro Golden Eagle Refinery, and would be representing the Industrial Association of Contra Costa County.

from Tesoro Petroleum, the alternate to the Business Seat#2 of the Hazardous Materials
commission, held by the Industrial Association of Contra Costa County is vacant.
The Industrial Association of Contra Costa County would like to nominate Matt
Marusich of Tesoro Petroleum to be Ric's replacement in this position. Matt brings a
wealth of knowledge and experience to this position and will be an asset to the Hazardous
Materials Commission.
