SUBJECT: APPROVE and AUTHORIZE the Public Works Director to commit a future appropriation of
$200,000 from the County Service Area R-7A for the construction of a new aquatic center at San
Ramon Valley High School, Alamo/Danville area. (County Service Area R-7A Funds) (District III)

-RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to commit a future appropriation of$200,000 from the
County Service Area R-7A (CSA R-7A) for the construction of a new aquatic center at San Ramon Valley High
School, Alamo/Danville area.
FINANCIAL IMPACT:
There is no impact on the County General Fund. The commitment of funding for the aquatic center at San
Ramon Valley High School is being funded through revenues generated by CSA R-7A, which is consistent with
the current program budget.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
At the February 21, 2007 CSA R-7A Advisory Committee meeting, the committee approved a recommendation
to fund the Danville Aquatics Center(DAC) Committees' request for a contribution towards the construction of
a new aquatic center at the San Ramon Valley High School (SRVHS). By the 3-2 vote, the CSA R-7A
Committee recommended to the District III Supervisor's Office that a commitment of$200,000 for this project
be considered. As part of the funding request recommendation, the R-7A Committee included the following
conditions: 1) the facility use agreement would be similar to an existing agreement at an aquatic center at
Monte Vista High School; 2) The existing advisory committee for the operation of Monte Vista Pool would be
expanded to include the aquatic center at San Ramon Valley High School; 3.) The Danville!Aquatic Center
committee is to secure all needed funding and financial commitments by December 31, 2007.
The request for funding this aquatic center emanated from the Danville Aquatic Center Committee which was
formed.in 2002 for the purposes of promoting a new aquatic center at SRVHS that will serve the needs of a variety
....of users in the Alamo/Danville area. The proposed center would create a new competition size swimming pool
adjacent to the existing pool at the high school. To date, several agencies have been involved with this planning
effort inclusive of the SRVHS administrators; SRVHS Facilities Planning Department and the Town of Danville.
The Town of Danville has also been approached by the DAC Committee for a commitment of funds and the Town
Council has agreed to commit $500,000 to $750,000 to this project with the funding contingent upon 'similar
conditims as proposed by the CSA R-7A Committee. To summarize,the Town's conditions include the following:
the DAC Committee secure funding from the Valley Foundation (or a similar charitable foundation); a mutually
beneficial pool agreement for the town and the school be reached; a commitment of the school to renovate the
existing pool and the project be fully funded by December 31, 2007.
CONSEQUENCES OF NEGATIVE ACTION:
Without the Board of Supervisors' approval, the County Public Works Department will not have the ability to
Amend the.current CSA R-7A Budget and coordinate with the DAC Committee and Town of Danville to
establish a funding agreement.
