RECOMMENDED ACTION:
DETERMINE that the Delta Boating Program.project is a California Environmental Quality Act(CEQA)Class 3e
Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Chief Engineer to arrange for payment of a$25 fee to Community Development for processing,
and a$50 fee;to the County Clerk for filing the Notice of Exemption, and

FISCAL IMPACT:
There is no impact to the County General Fund. The estimated project cost is $104,150.00 and is funded by a'State
Water Resource Control Board Grant.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
`.'he purpose of this project is to reduce the cumulative impacts of nonpoint source pollution and improve public
::cess to marina-based environmental services by providing recycling programs and information that will educate
boaters on environmental-friendly boating. The Delta Boating Program (DBP) is a partnership between five Delta
Counties(Contra Costa, Sacramento, San Joaquin, Solano,and Yolo counties)including City of Stockton to reduce
nonpoint source pollution that maybe attributed to recreational boating in the Delta.
In 2006,Contra Costa County in partnership with these five other municipalities,applied for and was awarded a$1.6
million dollar grant by the State Water Resources Control Board(SWRCB)to expand the County's existing Keep the
Delta Clean (KDC) Program to a Delta-wide program. The KDC Program had been limited solely to Contra Costa
County, and had implemented free and accessible pollution prevention infrastructure at pilot marinas, in addition to
launching a public education/outreach campaign.
The County, given its experience with the KDC program, was designated the lead agency for the DBP and is
responsible for distributing the funds to the other involved counties. However,most or the entire infrastructure to be
installed throu;;h the DBP will be placed outside of Contra Costa County. Three oil recycling sheds will be installed at
?,iree marinas located in San Joaquin County. These sheds will be modeled after three that were installed within
�'Sntra Costa County,through the KDC Program and will accept ONLY: used oil, used oil filters,used oil absorbents,
garine and auto batteries. The marina operator will be responsible for calling a prearranged recycling service to come
and remove these hazardous materials. Contaminated fuel will not be accepted.
The project�will not result in the removal of any scenic resource.
CONSEQUEIVCES,OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

GENERAL CONSIDERATIONS:
Location: The project is located throughout the Bay Delta Counties (Contra Costa, Sacramento, San Joaquin,
Soluno, and Yolo counties) including City of Stockton.

The DBP will also install oil absorbent recycling programs at ten other marinas(figure 3). These ten marinas will be
located in San Joaquin County and the City of Stockton. These programs will provide free oil absorbents pillows to
.boaters and will also provide a location to properly dispose of the absorbents once they are saturated with oil. All
containers will be certified for hazardous materials. Informational kiosks that will display educational infonnation
about environmentally-friendly boating and other outreach will also be installed(figure 4).There will be a total often
