These costs will be covered by funds to be raised from sponsors and co-sponsors and from admission charges, as was the case in 2003. The admission charge for this event is anticipated to be$20,the same as in 2003, and will include a meal and the Historical Ecology publication (see below). There will also be indirect costs associated with staff time spent in helping to organize the event. Staff costs are estimated to be less than $10,000 and will be covered within the existing budgets of the Contra Costa County Water Agency (for Community Development) and the Flood Control and Water Conservation District (for Public Works). REASON FOR RECOMMENDATION/BACKGROUND In 1998/1999, the Contra Costa County Fish and Wildlife Committee initiated discussions on holding a countywide creek and watershed symposium and convened a small planning group to organize the event. On April 7, 1999, the County joined with an array of other sponsors and co- sponsors to host the first-ever countywide conference on creek and watershed issues. The event held in Walnut Creek attracted more than 300 attendees and led to the formation of the Contra Costa Watershed Forum (CCWF), a partnership organization coordinated by the Community Development and Public Works Departments. This Symposium resulted in creating the CCWF, which has met every other month since 1999. Since the official formation of the CCWF, it has hosted several symposia. The Second Quadrennial Creek and Watershed Symposium was held in 2003. This all day conference was attended by more than 300 people and was the venue for release of the award winning Contra Costa County Watershed Atlas. In 2005, the CCWF hosted three regional symposia in West, Central and East Contra Costa County during evening hours to provide an opportunity for local residents who may not be able to come to an all day conference to learn about watersheds in the County. Each session was attended by 60 to 100 people. To continue its successful public outreach efforts,the CCWF proposes to hold the 3`d Quadrennial Contra Costa County Creek and Watershed Symposium on November 15,2007 in Walnut Creek. The 2003 Symposium was held at the City of Walnut Creek Shadelands Arts Center on Ygnacio Valley Road and is proposed to as the location for the 2007 event as well. The facility is easily accessible by car and public transportation. A subcommittee of the Watershed Forum has been formed and is beginning to plan an agenda, identify potential speakers, and work out other logistical details. Staff from the Community Development and Public Works Departments is seeking Board authorization to again play a central role in organizing the event. Proposed theme for 2007 symposium: The CCWF plans to use the Symposium to promote its next major endeavor after the Watershed Atlas: the Historical Ecology Project. The Historical Ecology Project is an initiative to document ecological conditions prior to major European modification and will help provide answers to some critical conservation questions (e.g., where were the creeks and wetlands before they were channelized and filled and what type of vegetation did they support? Are some former wetlands still restorable today? What should the model be for a successful, sustainable restoration project?). The CCWF plans to release an initial Contra Costa County Historical Ecology publication at the Symposium. This publication will explain the goals of the Project,provide some preliminary results and, it is hoped, prompt additional interest and participation in the Project. This historical ecological assessment is being supported by grants from the California Department of Fish and Wildlife and the California Coastal Conservancy. To build on the historical ecology topic, the CCWF proposes that the 2007 symposium focus on the past, current and future of the watersheds in Contra Costa County. The potential title for this year's symposium is Contra Costa County Watersheds: Yesterday, Today and Tomorrow. There would be a speaker who will talk about the Mount Diablo fire in 1977, as well as the presentation on the Historical Ecology Project, described above. The "Today" portion of the agenda would include an overview of the private organizations and public agencies that work together to improve the watersheds in the County. There may be a speaker from the City of San Luis Obispo where the downtown is designed to feature the local creek as an aesthetic and recreational centerpiece. The "Tomorrow" part of the agenda would include a presentation on plans for the Pinole Creek watershed where a grassroots community watershed group is successfully working with the City to Report on November 15, 2007 Creek and Watershed Symposium July 9, 2007 Page 3 of 3 implement creek restoration projects. The CCWF also hopes to invite a guest speaker who is teaching school children about the importance of protecting our watersheds. CCWF's Preliminary list of objectives'for the 3 n Symposium: a) Improve outreach on creek and watershed issues and seek to involve individuals and groups that have not been involved before; b) Identify what the Forum and others (i.e. individual Forum participants) accomplished in the past four years and lessons learned; c) Identify new watershed restoration science / techniques used in the past four years; d) Identify lessons learned from a natural disaster that changed watershed landscape in the County; e) Recognizing individuals who have made exceptional contributions to watersheds in the County; f) Identify functions and responsibilities of creek-related organizations (Flood Control, Army Corps, Contra Costa County Clean Water, Contra Costa Clean Water Program, SWRCB, etc.); and g) Recognizing environmental education efforts that are currently being done to educate future generations about protecting and improving the quality of watersheds in the County.
