REASONS FOR RECOMMENDATION/BACKGROUND: These projects are continuing programs designed to meet mandated and other vital County Justice System goals. The projects are designed to provide an integrated approach to justice system processing of various types of cases, particularly juvenile cases, or to provide the system with services that ultimately would have to be provided at an increased County cost. Two of the projects require a continuation of existing contracts with the County. The District Attorney, Public Defender and Probation Department (Home Supervision) projects all are State mandated programs related to the prosecution, adjudication and supervision of delinquent juveniles. The Orin Allen Youth Rehabilitation Facility project funds approximately 19% of the program. Realignment revenue will offset more than 20% of the cost of medical services at Probation's Juvenile Facilities. The West Contra Costa Youth Service Bureau provides a juvenile diversion program that assists in decreasing referrals to Juvenile Hall and Juvenile Court. STAND! Against Domestic Violence Treatment Program reduces the frequency and lethality of domestic violence.
