SUBJECT: 'REPORT ON HAZARDOUS MATERIALS COMMISSION ATTENDANCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. ACCEPT report from the Hazardous Materials Commission on member attendance.
2. REQUEST the Internal Operations Committee Chairperson to send letters to the Labor
representatives to encourage regular attendance and participation on the Commission.
BACKGROUND
It came to the Committee's attention that attendance at Hazardous Materials Commission and
subcommittee meetings has been irregular. Lack of attendance can result in a lack of quorum
and meeting cancellation, which makes ill use of everyone's time. In acknowledgment that
time commitments are discussed with applicants prior to their appointment, it is only
reasonable to expect commission members to attend meetings regularly or resign their seats
to provide opportunity for full commission membership and participation.
It is, therefore, recommended that the Internal Operations Committee Chair be requested to
send letters to members who have not been attending commission and subcommittee
meetings to encourage attendance and participation.

Re: Update report on Hazardous Materials Commission Attendance
On May 1,2006 the Hazardous Materials Commission gave a report to the Internal Operations Committee on
Commission attendance. At that meeting,the Commission was asked to report back with an update of
Commission attendance in 3 months.
Since May 1, 2006 the Commission has met three times. The Operations Committee has met four times and the
Planning and Policy Committee has met once. The August Commission meeting was cancelled due to summer
vacation schedules and a lack of urgent business. Three Planning and Policy committee meetings were
cancelled due to a lack of urgent business for the committee to discuss.
A summary of the Commissioner attendance is attached. Table 1 summarizes the attendance for individual
Commissioners. Table 2 summarizes the attendance of each seat(both Commissioner and alternate)at each
meeting. On average, 11 out of 13 seats have been in attendance at the three Commission meetings held since
May 1.
The Internal Operations Committee approved three appointments to the Commission on May 1,2006 that
helped to improve attendance. Sharon Fuller was re-assigned from the General Public Seat to an Environmental
Seat, Frank Gordon was re-assigned from an Environmental Seat to the General Public Seat, and Igor Skaredoff
was appointed as an alternate for Sharon Fuller's seat. On May 16, 2006 Lara DeLaney was appointed to the
vacant alternate City Representative seat. The Commission is currently in the process of interviewing two
candidates to fill the vacant Environmental alternate seat. The only remaining vacant seat is the alternate for one
of the Labor seats. The Commission has been unsuccessful in soliciting a nomination for this seat from the
Central Labor Council.
