APPROVE a Revenue Lease with the Rosie The Riveter Trust commencing October 1, 2006, and ending on September 30, 2036, for the Maritime Child Development Center property located at 1014 Florida Avenue, Richmond, for renovation and occupancy by the Rosie The Riveter Trust, under the terms and conditions more particularly set forth in the Revenue Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Revenue Lease. 3. DETERMINE that the project is a Class la Section 15301 Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with the County Clerk, and the Director of General Services, or designee, to arrange for the payment of the handling fees to the Community Development Department and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT This Revenue Lease will generate $30 in revenue to the County over the thirty (30) year term of the lease commencing October 1, 2006 through September 30, 2036. BACKGROUND The County currently owns the Maritime Child Development Center (Maritime Center) located at 1014 F=lorida Avenue between Harbor Way and 11 th Street, in the city of Richmond. The Maritime Center consists of an approximately 15,000 square foot community center building and a playground. The Center was constructed by Kaiser Engineering in 1943 for use by mothers working at the Kaiser Shipyards. The Maritime Center remained in full-time use, serving its original purpose as a child care facility for use by local families, until the County closed the Maritime Center in 2004 due to the condition of the building. The Rosie The Riveter Trust (RTRT) has applied to the California Cultural and Historical Endowment (CCHE) for an approximately $2.37 million grant to renovate the Maritime Center. The CCHE requires the RTRT to have a lease in place before it will approve the Grant application. In addition, the West Contra Costa Unified School District has also pledged approximately $2 million toward the renovation of the building. ,After rehabilitation by RTRT, a portion of the building will contain exhibitions and material representing the movement of the "Rosies" and the development of childcare by working mothers during WWII. Classroom space will be available to be used for early childhood education as well as elementary and secondary education programs administered by the West Contra Costa Unified School District.
