DATE: September 12, 2006 'a cow' County SUBJECT: Approval of Contract#24-707-46 with Contra Costa Association for Retarded Citizens,Inc. S SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-707-46 with Contra Costa Association for Retarded Citizens, Inc., a non- profit corporation, in an amount not to exceed $480,341, to provide a day treatment program for high risk, delayed, or emotionally disturbed children at the Lynn Center for the period from July 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed$240,171. FISCAL IMPACT: This Contract is 50% Federal Medi-Cal Revenue, 48% State Early Periodic Screening, Diagnosis and Treatment(EPSDT), and 2%Mental Health Realignment funded. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR REcommENDATION(S): This Contract meets the social needs of County's population in that it provides a day treatment program for preschoolers with measurable delays in interpersonal, social/emotional, language and cognitive development for children who are at risk for such delays, included are abused, developmentally delayed, emotionally disturbed and environmentally deprived children who do not meet the criteria for any categorical funding source for services. On December 6, 2005, the Board of Supervisors approved Novation Contract #24-707-45 with Contra Costa Association for Retarded Citizens, Inc for the period from July 1, 2005 through June 30, 2006, (which included a six-month automatic extension through December 31, 2006) for the provision of EPSDT and day treatment programs for high risk, delayed, or emotionally disturbed children. Approval of Novation Contract 924-707-46 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2007.
