("UMS"), to increase the payment limit by $3,000 to a new payment limit of$53,000 to provide material recovery services for overdue library materials that are not returned, with no change in the original term of July 1, 2005 through June 30, 2006. FINANCIAL IMPACT The contract specifies that the library will pay UMS an $8.95 fee for each account submitted, not to exceed $50,000 for the term of the contract. After the payment limit is increased, the total amount that will be expended for Year 2005-2006 will not exceed $53,000. BACKGROUND In January 2005 the Board of Supervisors authorized the County Librarian to enter into a contract with Unique Management Services for the period of February 1, 2005 through June 30, 2006. This contract provided for material recovery services for overdue library materials that are not returned. Under this agreement, accounts more than 60 days overdue with fees over $50 are sent to Unique Management Services for recovery. Since implementation of this contract in February 2005, Unique Management Services has collected over $160,000 in recovered materials and fees.
