ADOPT Resolution No. 2006160,0 approving and authorizing the County Probation Officer, or
designee, on behalf of the Board of Supervisors, to submit the grant proposal for funding and to sign
the Enhanced DMC Technical Assistance Project Grant Agreement with the Corrections Standards
Authority (CSA), in the amount of$150,000 for the first year.
FISCAL IMPACT:
There will be no additional costs to the County, and no County match is required.
BACKGROUND:
The Contra Costa County Probation Department is applying for grant funds from the California
Corrections Standards Authority (CSA)'s Enhanced Technical Assistance Program for
Disproportionate Minority Contact. Disproportionate Minority Contact (DMC) refers to the
overrepresentation of minority youth who come into contact with the juvenile justice system relative to
their numbers in the general population. The Technical Assistance Project aims to provide support to
the efforts of counties to identify and analyze factors leading to DMC; to provide training and
community outreach regarding DMC; and to build integrated data systems that enable agencies to
collaborate in monitoring the paths of minority youth through the juvenile justice system.
The Contra Costa County Probation Department was one of three California county Probation
Departments to receive initial technical assistance funding from CSA in 2005. These funds enabled
us to gather preliminary data on the scope of DMC within the county and to write a report on our
findings. Based on these findings, we have determined that DMC is an issue, and we are developing
strategies to address the factors contributing to DMC within our juvenile justice system. Phase 1 of
this Enhanced Technical Assistance Program is dedicated to internal improvements. We are
focusing on the following key areas:
Data systems: We will work with an outside consultant and our IT department to examine our data
needs as we work toward setting up a comprehensive new data system. Our goal will be to
determine what data we need to be able to capture, how to efficiently generate useful reports, and
how to share data with other agencies, e.g. law enforcement, Department of Employment and
Human Services, etc.

Subject: Enhanced DMC Technical Assistance Project
WHEREAS, the Board of Supervisors of the County of Contra Costa desires to participate
in the Enhanced DMC Technical Assistance Project supported by Federal Formula Grant
funds and administered by the Corrections Standards Authority (hereafter referred to as
CSA).
NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of
Contra Costa, Lionel D. Chatman, is authorized on behalf of the Board of Supervisors, to
submit the grant proposal for this funding and to sign the Enhanced DMC Technical
Assistance Project Grant Agreement with the CSA in the amount of$150,000 for the first
year.
NOW, THEREFORE, BE IT RESOLVED that Federal grant funds received hereunder shall
not be used to supplant expenditures controlled by this body.
BE IT FURTHER RESOLVED that the County agrees to abide by the statutes and
regulations governing the Federal Formula Grants Program as well as the terms and
conditions of the Agreement as set forth by the CSA.
