SUBJECT: Apply for and accept funding from the Hedge Funds Care grant, in the amount of$40,000 to
support Team Decision Making/Family to Family Strategy.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and
accept funding from the Hedge Funds Care grant, in the amount of$40,000 to support Team Decision
Making/Family to Family Strategy for the period of July 1, 2006 through June 30, 2007.

No County match required. County to receive $40,000 Hedge Funds Care grant funding.
BACKGROUND*
As part of the Employment and Human Services Department Child Welfare Redesign effort, the Children and
Family Services Bureau (Bureau) seeks authority to apply for and accept funding from the Hedge Funds Care
grant to support Team Decision Making (TDM)/Family to Family Strategy.
The TDM process is successfully used to decrease out-of-home child placement, improve the services available
to families and improve the relationship between families and Children and Family Services. Since the
implementation of TDM in 2003, the majority of children involved in the TDM process have been safely
maintained at home through the development of a safety plan in the TDM meetings. The TDM process
encourages a culturally competent assessment of safety, and the safety planning process, which includes
families, community members and service providers resulting the strengthening of the family as a unit.

Enhanced DMC Technical Assistance Project
Data analysis: We will be allocating funds to conduct more in-depth analysis of the data we have
gathered in 2005-2006 and to determine how we can use this data in the decision-making process.
We will also be contracting for analysis of data gathered in the 2006-2007 grant period.
Training: One of our priorities for this phase is to conduct department-wide training on DMC-related
issues such as cultural competency, the effect of perceived internal and external factors when
conducting risk assessment, best practices in other jurisdictions, and using data to drive decision-
making.
Coordination: We will be dedicating staff time to coordinating this effort within the department and
also to planning outreach activities for Phase 2 of the TAP, which would begin in 2007 and focus on
developing relationships with other stakeholders in the system, including law enforcement,
community-based agencies, and members of the public.
