TO: BOARD OF SUPERVISORS CONTRA COSTA FROM: John Cullen °I' a- '' :"F; , COUNTY County Administrator �� . ako c�sTA COUN�`�G� DATE: September 26, 2006 SUBJECT: Safe Havens: Supervised Visitation and Safe Exchange Grant Program Award SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONN: ACCEPT United States Department of Justice, Office on Violence Against Women "Safe Havens: Supervised Visitation and Safe Exchange Grant Program" (Safe Havens) two year grant in the amount of $349,811 on behalf of the County; and AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office final compliance with special conditions, including budget, and to execute on behalf of the County the Federal Grant Award related document. FINANCIAL IMPACT: There is no financial impact on the county general fund. These are all federal funds. CHILDREN'S IMPACT STATEMENT: The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa's community outcomes ("Children and Youth'Healthy and Preparing for Productive Adulthood", "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and provide a High Quality of Life") through coordinated intervention services designed to reduce domestic and family violence and elder abuse. Contra Costa County will use this.initial Supervised Visitation award to collaborate with the Superior Court of California, STAND! Against Domestic Violence, Community Violence Solutions, and Bay Area Legal Aid to implement the Zero Tolerance Access & Visitation program (ZTAV), an innovative program model to assist low-income, under represented families impacted by domestic violence, child abuse, sexual assault, and stalking. The program is designed to address many of the challenges encountered by supervised visitation centers across the nation and will utilize a multi- agency approach to increase visitation and exchange between non-custodial parents and their children while preserving the safety of victims and the children. The ZTAV program is a public-private partnership that also includes participation from John F. Kennedy University, Familias Unidas, the County Probation Department, and the Richmond City and San Pablo City police departments. The implementation plan was developed over a five year period and includes the following goals and objectives: 1) establishing a supervised visitation center in West Contra Costa County; 2)providing interpreter services for Spanish speaking families and interpreter referrals and outreach for Asian families; 3) linking victims to legal advocacy services and support resources; 4) establishing security systems and protocols to ensure victim safety; 5) engaging families in ongoing safety planning and violence prevention; and 6) conducting an annual safety audit to continuously assess and improve victim safety. The Office of the County Administrator will serve as the lead agency and will be responsible for administrative and fiscal oversight of the project. Project partners are: Bay Area Legal Aid (Bay Legal), a community based legal services agency; City of Richmond Police Department; City of San Pablo Police Department; Community Violence Solutions (CVS), a community-based sexual assault/child abuse service agency; Contra Costa County Probation Department; Familias Unidas, a community-based Latino advocacy organization; John F. Kennedy University (JFK); STAND! Against Domestic Violence (STAND!), a community-based domestic violence agency; and the Superior Court of California, County of Contra Costa.
