The Advisory Board has 19 members. The Internal Operations Committee (IOC) reviews the nominations for all seats on the Advisory Board except those reserved for specific public agencies. On September 18, the IOC reviewed PEHAB's requests (attached) for roster changes and were unable to approve all of the recommendations due to procedural requirements of the Maddy Act, which require that vacant seats be publicly posted for ten days prior to appointment to a seat. The IOC approved some of the recommendations, which are proffered hereby to the Board of Supervisors. These individuals will strengthen the diversity and background of PEHAB membership allowing PEHAB to better advise and act on the increasingly complex issues as they related to the PEHAB mission. Please consider the current three (3) appointment seats changed from designated representation to seat designations that are more aligned with member's background, experience, and interest. He was a Board of Director at John Muir Hospital (197.1-1973) and continues on the contracts committee of the John Muir Medical Center (1981- present). He feels an obligation to the count] to serve and desires the challenge of a new opportunity. He is Caucasian. Reassignment of PEHAB representative seats: Please consider the following recommendations of PEHAB representation changes: 1) Representing Central County, At-large #1 is Mary Lou Laubscher. Ms. Laubscher is actively involved with the Senior Neighborhood Action Teams of the Monument Community Partnership. This community-oriented Board seeks diverse representation from throughout Contra Costa County and includes community members in the following representative categories: older adults, children, business/industry, environmental organizations, labor, and consumers. We also have professionals representing local voluntary agencies, the medical provider community, and immigrant populations. These representatives provide broad community knowledge and a wealth of experience and expertise in the health field. PEHAB's mission is to identify community health needs and to make recommendations to the Health Services Department on how to address these needs. In order to accomplish this, PEHAB strives to anticipate emerging public health issues and advocates for policies, services, and programs that will improve the community's health. PEHAB recruits new members by sending out press releases to local media and notices to community- based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB members also recommend candidates. PEHAB is committed to diversity in its membership, and Contra Costa residents from a broad range of community and health settings are encouraged to apply. Candidates are asked to submit a written application, and upon receipt of the application, an interview is scheduled with a PEHAB member and staff to PEHAB. When interviews are completed, interviewers recommend to the Steering Committee the candidates whose background and skills are the best match for vacant seats on the Board. Upon approval by the Steering Committee, these candidates are contacted and invited to attend a Board meeting. PEHAB members then vote to approve forwarding these candidates' names and information to the Board of Supervisors via the Internal Operations Committee for appointment to PEHAB. Fiscal Impact: None.
