(Contra Costa County Sanitation District No. 5 Funds)(District II) Project No. 7380-6X9E41 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Engineer,or designee,to execute a contract amendment with HS Operating Services, effective September 29, 2006, to increase the payment limit by $115,176 to a new payment limit of $227,076 and extend the term from September 30, 2006 to September 30, 2008, for on-going operations and maintenance of the wastewater treatment system in Port Costa. FISCAL IMPACT: There is no impact to the County General Fund. SD5 pays 100% of the costs associated with the on-going repairs and maintenance for the sanitation district. (Contra Costa County Sanitation District No. 5 Funds) (District II) Project No. 7380-6X9E41 DATE: September 26, 2006 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: On August 6, 2004, Contra Costa County, on behalf of Sanitation District No. 5 (SD5), requested Statements of Qualifications from seventy-three(73)qualified firms and local wastewater treatment agencies for the operation of the SD5 wastewater treatment system facility,located in Port Costa. Only three responded. HS Operating Services was selected based on their qualifications and desirable California Grade Certification. It would be highly unlikely to find a competitive and qualified operational service through new solicitations at this time. Therefore, an amendment to the existing Consulting Services Agreement is needed to provide continuous operation and maintenance for SD5. The recently formed Crockett Community Services District(CSD)will be accepting maintenance responsibility of SD5 upon completion of the treatment facility project currently under design. It is important to maintain this operating service contract to provide continuity until such time the CSD takes over this responsibility. At such time, the CSD takes on the SD5 operation, the CSD can determine how best to provide operating.services to SD5. CONSEQUENCES OF NEGATIVE ACTION: If the Consulting Services Agreement is not amended, SD5 will not have an operator for the wastewater treatment system. CONSULTING SERVICES AGREEMENT Number ,_.
