(Flood Control Zone 1 Funds) (District III)Project No. 7521-6F8172 DATE: SEPTEMBER 26, 2006 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Contra Costa County Flood Control and Water Conservation District(Flood Control District)is in the process of applying for federal assistance from the Natural Resources Conservation Service(MRCS), a federal agency, for the Marsh Creek Reservoir Rehabilitation Project.The Marsh Creek Reservoir does not currently provide adequate flood protection against a 100-year flood event for communities downstream of the dam and,therefore,needs to be expanded. In conjunction with the expansion effort,the Contra Costa Resource Conservation District(CCRCD),a state agency, is cosponsoring the NRCS application.The CCRCD's cosponsorship is required because they have cosponsored the original construction of the Marsh Creek Dam Project back in the early 1960's.The CCRCD's cosponsorship of the said application would not obligate them to contribute any funding towards this project. If the Flood Control District is successful at securing NRCS participation in the rehabilitation project, the Flood Control District will likely have to furnish cash and services as a local share of project costs. This financial commitment will be determined in the future.
