ADOPT Resolution No. 2006/497 recommending Senior Helpline Services for the First Annual Irene Lubkin
Senior Transportation Provider of the Year Award as recommended by the Employment and Human Services
Department.

BA -K GROUND:
The Contra Costa County Advisory Council on Aging recognizes that transportation access to both essential
services and quality of life destinations is a key component of the independence that older adults need to
successfully "age in place". Since mobility does equal independence, particularly for frail seniors, the Advisory
Council on Aging in 2005 decided to spons o Ir two annual awards in senior transportation: the Volunteer Award
and the Transportation Provider Award. Both of these awards have been named in honor of the late Ilene
Lubkin, whose vision led the Advisory Council on Aging's efforts to improve transportation for seniors in
Contra Costa County.
Criteria for the Ilene. T.uhkin Senior Transnortation Provider Award
1. Any agency providing some form of transportation for seniors in Contra Costa County is eligible to be
nominated for this award.
2. Candidate agencies must have demonstrated a significant effort to improve or expand transportation
services resulting in increased mobility for seniors in Contra Costa County.
Award Recommendation
The Advisory Council-on Aging'in reviewing nominations for the First Annual Ilene Lubkin Senior
Transportation Provider Awards recommends Senior Helpline Services for the Transportation Provider Award.
Senior Helpline Services has operated the Reassurance Phone Friends Program since 1998 to provide
homebound, socially isolated seniors with a phone friend volunteer who calls daily for a few minutes of friendly
conversation and compassionate listening. Through this listening process, volunteers are often able to identify
unmet needs.

Lack of transportation to medical appointments and to shop for food and other necessities was a recurring unmet
need. As a result, after thoroughly researching volunteer transportation models, Senior Helpline Services
implemented their new"Rides For Seniors'' program in September 2005. Rides For Seniors uses trained,
volunteer drivers to provide free, one-on-one, door-through-door rides to homebound seniors to obtain access to
medical care and shop for basic necessities. As of March, 2006, this service had 85 seniors enrolled, who had
been provided over 800 rides by 48 trained and screened volunteers, countywide, driving their own cars. In
addition, Rides For Seniors has begun to work with the County Connection's LINK paratransit service to pick
up some of their return paratransit medical trips for enrolled Rides For Seniors clients.

Whereas Senior Helpline Services operated the Reassurance Phone Friends Program to provide hotne-

viding friendly conversation and compassionate listing, and
Whereas as a result of the Reassurance Phone Friends Program, Senior Helpline Set-vices recognized
unmet needs of the senior population of Contra Costa County and implemented the Rides for Seniors
Program in September of 2005, and
Whereas the Rides for Senior Program, through their volunteer drivers,provides free,one-on-one,door-
to-door rides to homebound seniors to obtain access to medical care and shopping for basic needs,

Candidates must have performed significant I olunteer service benefiting senior transportation in Contra Costa
County. Two types of volunteer service in senior transportation will be considered:
1. Candidates must have demonstrated significant volunteer involvement in the operation of senior
transportation programs in Contra Costa County, or
2. Candidates must have been involved in a major volunteer advocacy role focused on improving mobility
for seniors in the County.

Award Reco nmendation
The Advisory Council on Aging in reviewing nominations for the First Annual Ilene Lubkin Volunteer Award
in Senior Transportation recommends Shirley Huyck for the award.
Shirley Huyck, through her personal experience in the year 1996, has realized that transportation services for
non-driving seniors were inadequate. She convinced her fellow Pleasant Hill Commission on Aging members
that this serious issue needed to be addressed. The Commission responded to that need by obtaining a Federal
grant and funding from the City of Pleasant Hill in order to provide affordable door-to-door transportation to
Pleasant IIill seniors and disabled individuals. The funds were used to purchase a van to accommodate seven
ambulatory passengers plus two passengers in wheelchairs. In September 2001, the Pleasant Hill Senior Van
Program began its service to the senior community. Shirley was closely involved during this entire process.
The Senior Van Program is operated entirely by volunteers and has been functioning very successfully for over
four years, providing over 1,800 rides each year. During that time, Shirley has acted as the Senior Van
Coordinator on a volunteer basis. She has contributed significantly to the advancement of the Program and has
spent countless hours recruiting, training and scheduling drivers and dispatchers, as well as coordinating vital
details that ensure the Senior Van can continue to provide services each weekday.
Shirley Huyck's generosity and commitment to the Senior Van Program has enhanced the lives of the senior
residents of Pleasant Hill by allowing them to remain mobile and independent.

needed in Pleasant Hill, and
Whereas Shirley I luyek developed the Pleasant Hill Senior Van Program, obtained funding and imple-
mented services, and
Whereas Shirley Huyck, as a volunteer, managed the Pleasant Hill Senior Van Program since 2001,and
Whereas under Shirley I ttyck's leadership the Pleasant Hill Senior Van Program provides over 1,800
rides to seniors each year,
NOW, therefore be it RESOLVED that,
The Contra Costa County Board of Supervisors recommends Shirley Huyck with the first annual Ilene
