RECOMMENDATION:
AUTHORIZE the Redevelopment Director to submit nominations for the California
Redevelopment Association 2007 Awards of Excellence Program for the Palecek Imports, Inc.
Project in North Richmond, and the North Broadway Revitalization Program in Bay Point
FINANCIAL IMPACT: None. No General Fund revenues are involved. Incidental costs for
filing the nomination are covered by Agency administrative revenues.

BACKGROUND:
The California Redevelopment Association annually recognizes exemplary projects
undertaken by California redevelopment agencies. The Agency staff recommends that
two nominations be submitted:
PALECEK IMPORTS, INC.
In the category of Commercial/Industrial Development, the Agency nominates the
relocation of Palecek Imports, Inc. furniture manufacturing, warehousing, and distribution
businesses from three separate locations in West County to one site at 601 Parr
Boulevard in North Richmond, the former Crown Cork and Seal Building.
The action of the Agency preserved 229 jobs that would have otherwise relocated out of
the County. The firm has also entered into a First Source Hiring Agreement to ensure that
all future employment opportunities are first offered to North Richmond residents. Palecek
has invested almost $12 million to acquire and improve the 215,000 square foot facility.
The Agency has provided $500,000 in financial assistance for the improvements. These
improvements will generate approximately $100,000 per year in property tax increments in
North Richmond and will help support other redevelopment activities within the project area.
NORTH BROADWAY REVITALIZATION PROGRAM
In the category of Community Revitalization, the Agency nominates the rejuvenated North
Broadway Revitalization Program in Bay Point. This mixed-income residential project
provides for much needed affordable housing, market rate housing and a child care center.
Completion of the residential and the multi-phase infrastructure project removed a blighted
junkyard, provided upgraded infrastructure (curbs, gutters, sidewalks, underground
drainage, upgraded sewer, and added streetlights) and connectivity to the existing
neighborhood and served as a catalyst for private investment in the neighborhood. The
project created a sense of pride in a neighborhood that once one of the highest sources of
blight in the community.
