SPECIFIC RE,QUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to EXECUTE contracts with the following agencies as listed below, not to exceed a total amount of$541,680, funded by the Department of Labor Energy and Advanced Manufacturing Training Grant for the period April 1, 2006 through March 31, 2008. Agency Cantract No Praffam/Services, Amount Foundation for CA Community Colleges 18-129-0 Consulting and Oversight $ 25,000 CCCCD—Los Medanos Campus 18-130-0 Process Technology Training $366,680 Mt. Diablo Adult Education 18-131-0 Outreach and Recruitment $ 10,000 Alameda County Workforce Investment Board 18-132-0 Outreach and Recruitment $ 70,000 San Mateo County Workforce Investment Board 18-134-0 Outreach and Recruitment $_70,000 Total: $541,680 FINANCIAL IMPACT, $541,680: 100% Federal funding. No county costs. CHILDREN'S IMPACT STATEMENT: This contract supports one of the community outcomes established in the Children's Report Card: 3) "Families that are Economically Self Sufficient," by offering training to displaced workers and bringing high paying jobs to County residents. RACKGROITND: The Workforce Development Board of Contra Costa County has been awarded an Energy and Advanced Manufacturing Training Grant to retrain qualified dislocated workers to become employable in the energy and manufacturing industries. This Department of Labor grant terns is from April 2006 through March 2008 and is high profile due to strong partnerships with elected officials, leading corporations in Contra Costa County, and labor unions. Funding will support Process Technology (PTEC) Training for 81 individuals, and direct employment placement of an additional 20 individuals. In addition, the Workforce Development Board of Contra Costa County will work with companies with existing Employment Training Panel (ETP) funding to incorporate incumbent workers in the PTEC training. The grant is regional, working collaboratively with San Mateo and Alameda counties. Other partners to the grant include educational institutions and labor unions. Training will be provided through Los Medanos College.
