Costa n. s FROM: Joseph Valentine, Director l" Employment and Human Services Department ``°ti ="`_ County DATE: September 19, 2006 C ' `v SUBJECT: Supplemental Security Income Benefits Application Services for Children in Foster Care SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFIC:tTION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with F.M. Blake, Inc., effective October 1, 2006 to extend the term from September 30, 2006 to June 30, 2007 with no change in payment limit of$100,000 to continue Supplemental Security Income benefits application services for children in foster care. FINANCIAL IMPACT: No County cost. $100,000 - 100% Federal C'HII.nREN'R IMPACT STATEMENT: This contract directly supports all five community outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self- Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are Safe and Provide a High Quality of Life for Children and Families," by generating SSI income for Child Welfare Services. RACKCRO JNDo F.M. Blake provides application, reapplication, representation and follow-up services in the process of obtaining SSI benefits for children in foster care. Employment and Human Services Department (EHSD) requires this assistance because federal welfare reform and ongoing legislative action, as it affects Social Security Administration regulations, make the application process and case follow-up a specialized, intensive and tedious process. Payment under this contract is on a contingency fee basis, with contract costs covered by generated Supplemental Security Income (SSI) revenues. EHSD pays contingency fees to contractor only after SSI benefits are approved for a child. The one-time fee per approved child paid to contractor is a percentage of the benefits received on the first month. The child continues to receive monthly benefits for as long as he or she meets the disability criteria and the fee paid to contractor is offset in savings to the County by the second or third month of benefits. Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs and offset County and State maintenance costs. The amendment will allow contractor to continue Supplemental Security Benefit application services to children in foster care.
