SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract amendment with
Arthur Botterell effective May 1, 2006 to increase payment limit by $15,880 to a new payment
limit of $40,880 for additional duties assumed as a result of the resignation of the Community
Warning System Manager.
II. FINANCIAL IMPACT:
NONE. Payment is funded under the terms of the Community Warning System project
management agreement between Health Services Department and the Office of the Sheriff.
All costs are paid by industry fees.
III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Arthur Botterell was hired as a temporary contract employee February 1, 2006. His duties
were to assist the Community Warning System Manager in the development and
implementation of the Broadcast Alert Message. April 23, 2006, the Community Warning
System Manager resigned and Mr. Botterell assumed the full duties of Community Warning
System Manager to include supervision of all staff, budgeting, contractor management,
liaison with other County departments, community outreach, public education and policy
development. The one-time compensation requested is to reimburse Mr. Botterell for
performance of duties far beyond the scope of his original contract. Mr. Botterell performed
these duties until the position was filled August 1, 2006.
