SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATIONN:
Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D.) to execute on
behalf of the County, Grant Award Agreement #28-626-4 from the San Diego State University Research
Foundation, to pay County in an amount not to exceed $25,000, for the California Kids Plate Program,
Riclunond/San Pablo Professional Development Project, for the period from July 29, 2005 through June 30,
2006.
San Diego State University Research Foundation has requested to be held harmless and indemnified as part
of their standard for approval of the Agreement with the County. Except for funding this Project, San Diego
State University will have no direct involvement in the implementation of this Project. Therefore, in the view
of County Risk Management this indemnification will create a minimal potential loss. The Health Services
Department desires to expedite approval of the Agreement as written.
FISCAL IMPACT:
Acceptance of this Grant Award Agreement will result in $25,000 for the California Kids Plate Program. No
County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
West Contra Costa cities of Richmond and San Pablo account for 29% of Contra Costa's motor
vehicle/pedestrian collisions. These communities represent only 13% of the County's population. Pedestrian
and bicycle injuries among children in Richmond are a critical and well document problem. The goal of the
California Kids Plate Program, Richinond/San Pablo Professional Development Program is to develop new
initiatives to make local urban envirolnnents safer and more appealing for walking and bicycling including,
but not limited to, identifying strategies and challenges for collaboration with professionals from other
disciplines regarding pedestrian and bicycle safety issues, identify tools and policies that can be transferred
or adapted to local communities and learn about recent research and trends in building safe, healthy and
livable communities.
Due to an administrative oversight, the Department was not able to process the grant documents in a timely
manner. Approval of this Grant Award Agreement #28-626-4 will fund a series of safe cycling and
pedestrian activities in West Contra Costa.
Three certified copies of the Board Order should be returned to the Contracts and Grants Unit.
