DATE: September 19, 2006 c°s`-- ` County SUBJECT: Contra Costa Airports—Authorization to Negotiate Ground Lease Terms and Development of 5.4 Acres of County-Owned Land at the Buchanan Field Airport, Pacheco Area SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Director of Airports, or designee,to NEGOTIATE long-term ground lease and development terms between the County, as Landlord, and Sterling Aviation the party that has submitted a development proposal of approximately 5.4 acres of land on John Glenn Drive,the east side of the Buchanan Field Airport. Pacheco Area(District IV) H. Financial Impact: There is no negative impact on the General Fund. The Airport Enterprise Fund could realize lease and other revenues and the County General Fund could realize sales tax and other revenues if a lease is successfully negotiated. III. Reasons for Recommendations and Background: The Buchanan fixed based operator development is approximately 5.4 acres of land owned by the County and located on the easterly side of the Buchanan Field Airport(see attached map). Approximately 3.4 acres of the site is currently leased to Sterling Aviation for a fixed base operation. Sterling Aviation's lease expires in 2011 and they approached Airport staff to begin the lease extension process and to discuss a complete redevelopment of the existing site, including 2 additional acres o e immediate north. The parcel is under the jurisdiction of the Buchanan Field Airport and entirely within the unincorporated County. In August 2006,the Airports Division received a letter of interest to redevelop the approximate 3.4 acres of the existing leasehold interest plus develop an additional 2 acres to the immediate north of the leased site. The proposed development concept includes a fixed base operator development plus office, restaurant, parking garage and other related aviation uses on the total 5.4 acres on the west side of John Glenn Drive,just south of the control tower. In accordance with prior discussions with the Federal Aviation Administration's(FAA)Airports District Office (ADO)regarding development at Buchanan Field Airport, the County notified existing commercial tenants at Buchanan Field and Byron Airport to solicit other competitive interest in the additional 2 acres of property. The development competitive solicitation process provided a response deadline of August 28, 2006, for all competitive interests in the sites to be submitted to the County Airport Office. The County received no additional letters of interest in developing the subject properties. Negotiation of lease terms would expand economic development activity at the Buchanan Field Airport, provide additional revenues to the Airport Enterprise Fund, and allow Contra Costa County to expand aviation related business available at the airport. A business proposal must be consistent with the Airport Master Plan and General Plan for consideration. IV.
