SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-106-7 with Adolescent Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $360,072, to provide Day Rehabilitation and Mental Health services for Seriously Emotionally Disturbed Dually-Diagnosed Adolescents at its Thunder Road Facility for the period from July 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed$180,036. FISCAL IMPACT: This Contract is funded 50%by Federal Medi-Cal Revenue(FFP) and 50%by State EPSDT. CHILDREN'S IMPACT STATEMENT: This Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides intensive day treatment and mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. On December 6, 2005, the Board of Supervisors approved Contract #74-106-6 with Adolescent Treatment Centers, Inc., for the period from July 1, 2005 through June 30, 2006 (with an automatic extension through December 31, 2006), for the provision of Day Rehabilitation and Mental Health services for Seriously Emotionally Disturbed Dually-Diagnosed Adolescents at its Thunder Road Facility. Approval of Novation Contract#74-106-7 replaces the automatic extension under the prior Contract, allowing Contractor to continue providing services through June 30, 2007.
