Library, the Betty Frandsen Library, and ORDER that a Nameplate be Affixed in an
Appropriate Location to Permanently Reflect this Designation.
SPECIFIC REQUEST(S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
ADOPT resolution No. 2006/462 designating the Contra Costa County Juvenile Hall Library, The Betty
Frandsen Library, in honor of the founder of the Late Show Readers, and ORDER that a nameplate be affixed in
an appropriate location to permanently reflect this designation.
FINANCIAL IMPACT
No financial impact.
BACKGROUND
Betty Frandsen began the Late Show Volunteer Readers in 1991 as a way to bring bedtime stories to
incarcerated youth at Juvenile Hall. Volunteers play music and read to the youth over the PA system before they
go to sleep at night and donate many books to the units. This program has won national recognition and
spawned many similar programs in Michigan, Oregon, Miami, Fresno and Los Angeles, as well as at the
California Youth Authority in Stockton. When Ms. Frandsen started the program, she and one librarian were the
only volunteers. Today, there are eleven volunteers and the program is going strong. Although Ms. Frandsen is
no longer volunteering with the Late Show readers, she started a tradition that continues to be embraced by both
the youth and the staff at Juvenile Hall. Ms. Frandsen volunteered many, many hours in order to bring books
and stories to these teens and to foster a love of reading for pleasure. It is only fitting that she be honored for her
pioneering efforts and years of volunteer service by naming the new juvenile hall library, The Betty Frandsen
Library.
This dedication is in compliance with Administrative Bulletin No. 538, relating to the naming of a room within
a County-owned building.
