SUBJECT: APPROVAL OF FAMILY STRESS CENTER, INC. CONTRACT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a: BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve Contract #20-322-10 with the Family Stress Center, Inc. for
counseling and parent aicbservices in the amount of $64,796 for the
period July 1, 1984 to June 30, 1985 (replacing contract negotiation
authorized by the Board for the same period and service on
August 28, 1984).
BACKGROUND
On April 10, 1984 the Board approved a Finance Committee report on the
Family Stress Center, Inc. related to use of interest earned on the
investment of the proceeds from the sale of the Galindo Street facility
formerly occupied by the Stress Center. This board order authorized
the County Administrator and Welfare Director to negotiate a contract
which would lawfully transfer not more than $3000 a month for the period
May - August 1984 from the interest account. The additional requirements
were that these funds were to meet program deficits and that this
condition would be established to the satisfaction of the Auditor-
Controller. In addition, the April 10, 1984 board order Background
referred to a May 17, 1983 position taken by the Board that the investment
interest earned from sale of the Galindo property be used to provide for
interim leased office space for the Family Stress Center.
To date it has not been possible to negotiate with the Family Stress Center
to relieve their deficit since all services they provide the County were
included in existing contracts.
On August 28, 1984 the Board approved a full fiscal year contract
(July 1, 1984 to June 30, 1985) in the amount of $40,900 in County funds
with Family Stress Center, Inc. for counseling and parent aide services.
I am recommending that the deficit amounts sustained by the Family Stress
Center for July and August 1984 be added to the Payment Limit of the basic
fiscal year contract as a valid way of providing funds for their costs in
providing service.

In addition I am recommending an additional supplement to the Payment
Limit of the basic fiscal year contract to cover rent costs starting
October 1, 1984. Heretofore the Family Stress Center rent has been
covered by the Concord Redevelopment Agency as part of their agreement
when the Galindo property was purchased for redevelooment purposes.
The proposed budget for the fiscal year contract with the Family Stress
Center, Inc. is as follows:
Operational budget $47,900 (this amount includes the $40,900 allocation
of the Board on August 28, 1984 and $6,190 for program deficits in July
and August 1984)
Facility rent at $1967. 33 per month 10/1/84 to 6/30/85 = $17,706
Revised Contract Payment Limit $64,796 for the period July 1, 1984 to
June 30, 1985.
Contract payment will be made on the basis of actual costs and a final
cost report is required. These provisions will satisfy the requirement
to confirm costs for the Auditor-Controller.
The Department Contract Administrator has approved format since the contract
service is identical to that of FY 1983-84. The additional funding constitutes
consideration for service and does not affect contract format.
