SUBJECT: AUTHORIZATION TO I EXECUTE INTERAGENCY AGREEMENT
AMENDMENT WITH CONTRA COSTA COLLEGE DISTRICT FOR PRE-
KINDERGARTEN RESOURCES

Specific Request(S) or Recommendation (S) & Background and Justification

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director, or designee, to
execute an Interagency Agreement amendment with the Contra Costa Community
College District, to extend the termination of the expenditure period from June 30,
2006 to a new termination date of June 30, 2007 for pre-kindergarten resources
and materials. (Budgeted, 100%1 State funds) (ATI Districts)

FINANCIAL IMPACT:
This agreement is funded through the California Department of Education.
Funding for this agreement is included in the Community Services Department's
2006-07 budget. There is no net (County cost to this agreement.

CHILDREN'S IMPACT STATEMENT:
The Community Services Department's child care program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The proposed agreement between the Department and the Contra Costa College
District will provide funding for p're-kindergarten services, filling a vital early care
and education need for Contra Costa County children and families. This
interagency agreement is in reference to the College District State Agreement
CPKR 5059 for pre-kindergarten services for the period of January 1, 2006
through June 30, 2007. The State has decided to extend the period of
expenditure for this one-time only funding by one year.
