FROM: JOE VALENTINE, EXECUTIVE DIRECTOR g - . _ Costa COMMUNITY SERVICES DEPARTMENT - Y, DATE: SEPTEMBER 12, 20.06 Sri `o�K County SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT WITH FIRST FIVE CONTRA COSTA TO PROVIDE HOME VISITATION SERVICES Specific Request(s) or Recommendation(s) & Background and Justification I RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director, or designee, to execute and submit an agreement with First Five Contra Costa Children and Families Commission in an amount not to exceed $190,962 to coordinate and administer Home Visiting services in Contra Costa County for the period of July 1, 2006 through June 30, 2007. (Budgeted, Grant funds) (All Districts) FINANCIAL IMPACT: This contract is funded by First Five Contra Costa. It is included_ in the Department's 2006-07 budget. There is no net County costito this contract; CHILDREN'S IMPACT STATEMENT: The Community Services Department's child care program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: Approval of agreement 07-033 withl First Five Contra Costa Children and Families will allow continuation of home visitation services to eligible children and families. The program aims to: (1) increase access to quality preventative well child primary care, (2) ensure that at-risk children and children with special needs and their families receive the proper screening and early intervention services in child care, health, and other settings, (3) ensure that children are prepared to enter kindergarten)at their optimal level, and (4) ensure that the children's parents have knowledge of the emotional, health, and social needs of their children, and are able to appropriately apply that knowledge in their parenting practices.
