THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY CALIFORNIA

SUBJECT: Proposal for a Protocol Procedure for Notifying
Appropriate Agencies of Incidents Involving
Toxic Substances
Supervisor T. Torlakson brought to the attention of the
Board a memorandum dated October 29, 1984 , that he received
from Dan Bergman , Assistant Health Services Director, trans-
mitting information concerning the September 27 , 19845
release of sulfur dioxide from E . I . DuPont de Nemours &
Co. ' s Antioch plant . It was noted that neither the Office
of Emergency Services nor the Health Officer were notified
of the occurrence of the emergency resulting in the exposure
of human beings to acutely toxic industrial fumes.
On recommendation of Supervisor Torlakson, IT IS BY THE
BOARD ORDERED that the Hazardous Materials Response Committee
and the Director of the Office of Emergency Services are
REQUESTED to review and recommend a protocol procedure for
notifying appropriate local and state agencies of industrial
accidents involving toxic materials , and including vehicular
incidents of spills or leakage of unknown substances onto
streets and highways .
IT IS FURTHER ORDERED that the Director of the Office
of Emergency Services is REQUESTED to review the feasibility of
recommending for inclusion in the County 's Legislative Program
for 1985 a proposal to allow an immediate classification of a
spilled material as harmless or toxic as well as implementation
and enforcement of regulations relative to the safety of
vehicles transporting substances in an effort to reduce the
amount of spills on public thoroughfares.
