County Employment and Human Services Y John Cottrell, Director In Home Supportive Services,lPublic Authority = J b DATE: September 12, 2006 SUBJECT: Establish Public Authority Registry Liaison Classification and One Position in the In Home Supportive Services (IHSS) Public Authority SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ESTABLISH the classification of Public Authority Registry Liaison and add one position in the In Home Supportive Services (IHSS) Public Authority of the Employment and Human Services Department at pay level equivalent to 255-1384 ($4,042.9444,914.22). FINANCIAL IMPACT: The position can be added without a budget increase. Federal funding covers approximately 50% and the remaining 50% is split 65% State and 35% County. Total cost, including salary and benefits, is estimated to be $101,000 annually. BACKGROUND: IHSS provides the intake and assessment of need, the Medi-Cal unit determines eligibility, the Public Authority assists with a registry of providers and enrolls both the consumer and provider into the program. Provider time sheets are processed by IHSS payroll and the state writes and mails checks. Any one or all of these steps are extremely important in insuring that consumers are receiving timely and professional service and providers being paid in a timely manner. Contra Costa County IHSS currently serves over 6,000 consumers with over 5, 900 providers. Recently Federal and State mandated changes in Medi-Cal eligibility and IHSS regarding consumer Share of Cost/Point of Sale (SOC/POS) have further exacerbated the problem of hundreds of phone calls into all departments. Due to these changes, IHHS consumers and providers are confused and angry about the complexity and changes the system brings. 'Providers are not receiving anticipated revenue, which is creating a host of financial hardships. Social Worker Icaseloads are already too burdensome and the various departments are not equipped to handle the dramatic increase in phone calls and requests for service. Dedicated staff is needed to act as a case liaison across various departments.
