AUTHORIZE the Chair of the Board to sign the attached letter thanking Tri Delta Transit for its
efforts in funding and operating the Route 200 bus line, as recommended by the Transportation,
Water and Infrastructure Committee.
FISCAL IMPACT
NONE to the County.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Tri Delta Transit(formally called the Eastern Contra Costa Transit Authority)for several years has
operated a bus line called the Route200, providing Bay Point residents with service to several
health care facilities (including hospitals and clinics)and social service offices in Antioch, Pittsburg,
Bay Point and Martinez' The line had been funded collaboratively by Tri Delta Transit and the
County's Health Services Department. In May the County's funding contribution was eliminated
due to budget cuts. This prompted Tri Delta Transit to apply for a "Lifeline"transit grant from the
Metropolitan Transportation Commission to continue the route. The application has been
recommended for funding, but MTC won't formally approve the recommendations until October
and the grant funds won't be available to Tri Delta Transit until January 2007. This meant the
route would be underfunded until January.

The Transportation, Water and Infrastructure Committee discussed the issue in June and asked
staff to look for interim funding sources that could fill the funding gap until the Lifeline grant is
available in January 2007. The Committee's goal was to enable Tri Delta Transit to continue to
operate the route at its full service level without having to reduce frequency or cut back the area
served by the route.
Fortunately Tri Delta Transit (and other transit operators) will receive previously unanticipated
funding from the state due to high sales tax revenue from gasoline sales. Under state law, when
these revenues exceed a certain threshold, the extra amount— known as the "spillover"—is to go
into the state's public-transit funding program. There has been spillover in recent years but, like
other transportation funding, it was used to help offset the state budget deficit rather than go to its
intended use for transportation purposes. The budget recently signed by the Governor for fiscal
year 2006/07 restores the spillover to its intended use. Therefore public transit operators in
California, including Tri Delta Transit,;will receive additional revenues this year.
Tri Delta Transit informed the Transportation,Water and Infrastructure Committee at its August 14
meeting that the spillover funds will enable Tri Delta to continue to operate Route 200 at its full
service levels until January, when the Lifeline grant will be available to fund the route for three
more years.
The Committee recommends the Board authorize the Chair to sign the attached letter thanking Tri
Delta Transit for its efforts in continuing to fund and'operate the route.

Dear Ms. Krieg:
On behalf of the Board of Supervisors, I wish to express our thanks to Tri Delta Transit
for continuing to operate Route 200 at its full service levels. The Board is glad that Tri
Delta Transit will be able to fund and operate the route, given the recent budget cuts that
forced Contra Costa County to end its funding agreement for the route.
The Board understands that gasoline sales tax revenues known as "spillover" funds will
enable Tri Delta Transit to find and operate the route on an interim basis until a Lifeline
grant is received from the Metropolitan Transportation Commission, which will fund the
route for another three years.
Route 200 is a vital service to residents of Bay Point who lack other means to get to
hospitals, clinics and social services in East County and Martinez. We appreciate the
efforts of Tri Delta Transit tol continue the route.
Supervisor Glover is particularly pleased since the route directly serves residents of
District 5.
