SUBJECT: Expenditure of County Funds for a Slupervisor-Elect and Attendance of Supervisors at the New Supervisors'Institute I SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I RECOMMENDATION(S): I 1. ADOPT Resolution No. 2006/523 authorizing expenditure of county funds for training, education and associated activities for a Supervisor-Elect. 2. CLARIFY that all supervisors are eligible to attend the New Supervisors' Institute. I BACKGROUND: I New Supervisors may be elected in June but do not normally take office until January 1St of the following year. In preparation for a Supervisor-Elect assuming his/her office, County staff provides numerous briefings on issues and assists the Supervisor-Elect in setting up his/her office. In addition, the California State Association of Counties (CSAC) usually holds a New Supervisors' Institute in November following the June election. The New Supervisors' Institute provides approximately 30 hours of course time onl issues of importance to County Supervisors. The first training session is held just prior to the CSAC Annual Conference which includes workshops on issues of importance to counties. New Supervisors are also required to complete a minimum of two hours of ethics training. I Adoption of Resolution No. 2006/523 would authorize the Contra Costa County Auditor-Controller to expend county funds so that a Supervisor-Elect can participate in education, training and associated activities in preparation of assuming the office of Supervisor of Contra Costa County. In addition, since CSAC does not always conduct a New Supervisors Institute following each Supervisorial election, it is not always possible for ja Supervisor to attend the New Supervisors' Institute prior to assuming office. Such is the Icase with Supervisor Mary Piepho. Other Supervisors may want to attend as a "refresher course." Consequently, it is appropriate to clarify that all supervisors are eligible to attend the New Supervisors' Institute.
