RECOMMENDED ACTION_

APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute
contract with Alameda County Office of Education in the amount of$43,588 to provide dedicated phone line
(T1) access and equipment for Internet services in the Eastbay Works One-Stop Career Center for the period
July 1, 2006 through June 30, 2007. (Budgeted: 100% Federal Workforce Investment Funds) (District 1)

This contract!supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing services to enable area residents to conduct in depth job search .

BACKGROiJND_
Since the inception of the regional system known as EASTBAY Works, the County Offices of Education in
Alameda and;Contra Costa have provided the T1 lines and Internet access, creating a secure and redundant
intranet that supports the 14 One-Stop Career Centers in Contra Costa and Alameda counties. In the past year,
the Contra Costa County Office of Education notified the Workforce Board of Contra Costa that they would no
longer provide that service and recommended that Alameda County Office of Education could do so without
altering the service model that connects the centers. Alameda County Office of Education, familiar with the
configuration and needs of the system for security, specific issues regarding access by the general public through
resource room computers, and recognizing the benefit that adheres to connection of the two county system in
support of ongoing education and employment, agreed to support the centers in Contra Costa County.
