SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RFCONIMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-283 with Heartspring, Inc., a non-profit corporation, in an amount not to exceed $59,220, to provide a residential day treatment program and mental health services for mentally or emotionally disturbed children for the period from July 24, 2006 through July 31, 2007. This Contract Includes a six-month automatic extension through January 31., 2008, in an amount not to exceed$29,610. FISCAL INIPACT: This Contract is funded 100% by Individuals with Disabilities Education Act (IDEA)/SB 90. No County Funds ate required. i' C1111.DRFN'S IMPACT STATFNIEN'i': This SB 90 program supports the following Board of Supervisors community outcomes: "Children ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities that are safe and provide a high quality of life for children and families". The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including increasing and maintaining school attendance as measured by school records; an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS); an increase in family satisfaction - as measured by the Parent Satisfaction Survey; decreased used of acute care system; and placement at discharge to a lower level of care. II BACKGROUND/REASON(S) FOR RECOMMENDATION(S): II This Contract meets the social needs of County's population in that it provides Out-of-State Residential Intensive Day Treatment Program and Mental Health Services for mentally or emotionally disturbed children, including Special Education Pupils (SEP), for Individualized Education Plan (IEP) required services at Contractor's facility. Under Contract #74-283, Heartspring, Inc. will provide intensive day treatment and mental health services for mentally or emotionally disturbed children through July 31, 2007. Wigand, LCSW, Mental Health Director 4/I.GL.1 SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR Heartspring, Inc STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to provide mental health services to eligible clients, 0-21 years of age. Heartspring, Inc. provides out-of-state residential services to clientele whose services are mandated by IDEA and are claimed through S1390. A recent due process settlement resulted in Residential Treatment for a Contra Costa client who will be receiving services in Wichita, KS. BENEFIT OF CONTRA COSTA COUNTY: Approval of this retroactive contract amendment will a]low for the Contractor to provide mandated services to eligible clients who'are part of the certified class mandated to receive them. AUTHORIZATION OF SERVICES: These services were requested/authorized by the Children's Program Chief who is granted this authority by the Mental Health Director,pursuant to the California Welfare and Institutions Code, under the Bronzon-McCorquodale Act, W&I Section 5608.
