RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20095 to ADD the following positions: one (1) Senior
Branch Librarian (REPRESENTED) (3AHC) position; one (1) 40/40 and two (2) 20/40 Librarian
(REPRESENTED) (3AWA) positions; two (2) Library Assistant-Journey Level (REPRESENTED)
(3KVB); and one (1) Clerk Senior Level (REPRESENTED) (JWXC) position in the Library.
FISCAL IMPACT:
The cost for this action is 100% funded and is within the department's budget.
BACKGROUND:
The Library has requested to add seven (7) positions to staff the Hercules Library scheduled to open
on November 11, 2006. Contra Costa County and the City of Hercules have agreed that the
Hercules Library will be in operation for 45 hours, 6 days a week.
The operating agreement requires the positions be allocated to staff the new library.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not have adequate staffing to provide support for
the new Hercules Library.

Justification:

Attached please find three P30I0 requests dated July 26, 2006 requesting that the following
actions be included on the Augul t 8, 2006 Board of Supervisors agenda.

For all of the Hercules positions listed on one P300:
The Hercules Library is sc i eduled to.open on November 11. The County and the City of
Hercules have an operating agreement that requires the Library to fund the operation of the
Hercules Library at the average cost of operations of the 5 west county full-service
community libraries. The Library and the City of Hercules have worked out a schedule of
hours that will provide 45 hours of operation, 6 days per week. These positions are being
added to staff and operate the Hercules Library in accordance with the operating
agreement.
Senior Branch Librarian (Pleasant Hill) listed on one P300:
One of the major outcomes of the library's new strategic plan is a realignment of services
from a Central and Branches model to a Peer Library model of community library services.
A recent study indicated that, due to the nature and organizational structure of the Central
Library, Pleasant Hill's community has not been served as other communities are by their
libraries. In general, there has been more emphasis on advanced reference and unique
non-fiction collections in Pleasant Hill and less attention given to reading, library events and
programs, and services to families, children and teens. To meet the needs of Pleasant Hill
residents, a Senior Branch Librarian is needed to develop a strong, focused program of
community-oriented library services, collections and programs similar to other
community libraries. The current Central Library Manager will assume additional
responsibilities relating to the countywide implementation of the strategic plan.
Library Assistant—Journey Level (Volunteer Program) listed on one P300:
Over time, the Library's Volunteer Program Manager has assumed additional
responsibilities for the library in the area of public information (i.e. developing marketing
plans for the library's new services such as the a-card, etc.), fund-raising (working with
various corporate partners) and community collaborations with various community agencies
and organizations. Meanwhile, the library's Volunteer program continues to grow to
enhance and strengthen library service. The Contra Costa County Library has more
volunteers working more hours than any other library in the Bay Area. In order to continue
to add new volunteer programs and to expand existing programs in new locations such as
Hercules, Dougherty Station)and the Monument Corridor, a Library Assistant - Journey
Level position is being added to assist with the Volunteer program. This position will assist
with the recruitment, training and recognition of new volunteers, evaluate existing volunteer
programs, and assist with they volunteer programs at the community libraries.
The cost for these actions has been factored into the Library Department's 2006/2007 budget.
