FISCAL IMPACT: The cost for this action is 100% funded and is within the department's budget. BACKGROUND: The Library has requested to add a Library Assistant Journey Level position to staff the Library's Volunteer Program. The Volunteer Program continues to grow and additional staff is necessary to assist with the program's expansion and services to the new locations in Hercules, Dougherty Station and the Monument Corridor. The incumbent assigned to this position will assist with recruitment, training and recognition of new volunteers as well as the evaluation of existing volunteer programs and community libraries. The County and the City of Hercules have an operating agreement that requires the Library to fund the operation of the Hercules Library at the average cost of operations of the 5 west county full-service community libraries. The Library and the City of Hercules have worked out a schedule of hours that will provide 45 hours of operation, 6 days per week. These positions are being added to staff and operate the Hercules Library in accordance with the operating agreement. Senior Branch Librarian (Pleasant Hill) listed on one P300: One of the major outcomes of the library's new strategic plan is a realignment of services from a Central and Branches model to a Peer Library model of community library services. A recent study indicated that, due to the nature and organizational structure of the Central Library, Pleasant Hill's community has not been served as other communities are by their libraries. In general, there has been more emphasis on advanced reference and unique non-fiction collections in Pleasant Hill and less attention given to reading, library events and programs, and services to families, children and teens. To meet the needs of Pleasant Hill residents, a Senior Branch Librarian is needed to develop a strong, focused program of community-oriented library services, collections and programs similar to other community libraries. The current Central Library Manager will assume additional responsibilities relating to the countywide implementation of the strategic plan. i Library Assistant—Journey Level (Volunteer Program) listed on one P300: Over time, the Library's Volunteer Program Manager has assumed additional responsibilities for the library in the area of public information (i.e. developing marketing plans for the library's new services such as the a-card, etc.), fund-raising (working with various corporate partners) and community collaborations with various community agencies and organizations. Meanwhile, the library's Volunteer program continues to grow to enhance and strengthen library service. The Contra Costa County Library has more volunteers working more hours than any other library in the Bay Area. In order to continue to add new volunteer programs and to expand existing programs in new locations such as Hercules, Dougherty Station and the Monument Corridor, a Library Assistant - Journey Level position is being added to assist with the Volunteer program. This position will assist with the recruitment, training and recognition of new volunteers, evaluate existing volunteer programs, and assist with the volunteer programs at the community libraries.
