IN THE AMOUNT OF $650,000 TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR THE DISTRICT ATTORNEY'S NEW BUILDING PROJECT AT 950 WARD STREET, MARTINEZ (WH224Y) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. APPROVE a Consulting Services Agreement dated August 8, 2006 through June 30, 2008 with Swinerton Management and Consulting, Inc. (Swinerton) in the amount of $650,000 to provide construction management servicesfor the District Attorney's New Building Project, 950 Ward Street, Martinez. 2. AUTHORIZE the Director of General Services, or designee, to execute the agreement and to issue written authorizations for extra work provided that the cumulative total extra cost for all such authorizations shall not exceed $25,1000. FINANCIAL IMPACT The project is being funded through a combination of appropriations already budgeted in a capital project account for this project, Criminal Justice Construction Funds that are restricted for use on criminal justice facilities projects, and proceeds from a future lease revenue bond sale to be executed in late 2006. BACKGROUND a The project involves constructing a new District Attorney Headquarters Building at the downtown Martinez site bounded by Las Juntas, Court, Green, and;. and Streets. The new building will be four stories in height and consist of a total of approximately 53,000 Sore feet. The existing structures on the site, including the former Assessor's Building will be demolished.`The adjacent Veteran's Memorial Building will remain intact. The new building will consolidate and h fuse 150 District Attorney employees and include offices for the Victim Witness program, the Juvenile Unit, the Drug Unit, Domestic Violence, Sexual Assault, Law and Motion, Information Technology, a law library, Felony Three Strikes, Homicide, Welfare Fraud, Administration, Special Operations, Auto Insurance Fraud, and Worker's Compensation Fraud. Upon completion of the project, the District Attorney's Office would vacate leased offices space at 627 Ferry Street as well as County-owned space at 1111 Ward Street, 3rd floor, 10 Douglas Drive, 2"d floor, and 725 Court Street, 4th floor. IN THE AMOUNT OF $650,000 TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR THE DISTRICT ATTORNEY'S NEW BUILDING PROJECT AT 950 WARD STREET, MARTINEZ Bidding has commenced on the project, with the bid opening date set for August 24, 2006. The General Services Department has completed a pre-qualification process and determined a pool of pre-qualified general contractors allowed to bid on the project. In addition, the hazardous materials abatement and demolition phases of the project will take place ahead of time to expedite the schedule and mitigate some of the unforeseen conditions. Because of the scale and complexity of the project, it is recommended that a professional firm provide full-time construction management ("CM") services for the project. The services to be provided include bid documents review, preparation of specifications, demolition phase coordination, construction phase management, and close-out coordination. The General Services Department conducted a competitive selection process to hire a CM firm. Swinerton Management and Consulting, Inc. (Swinerton) was ranked the highest during this process. Swinerton has a local office in Concord and their corporate office is in San Francisco. Contract terms for providing comprehensive CM services were successfully negotiated, and staff recommends approval of the consulting services agreement.
