FISCAL IMPACT: The cost of a full-time Utilization Review Coordinator with salary and benefits is $131,150 annually. Cancellation of the Clinical Nurse Specialist position #8859 will result in an offset of $35,545, leaving a net additional cost of:the Utilization Review Coordinator at $95,605. There is available funding in the Hospital Division budget to cover the additional cost of the position. BACKGROUND: The Health Services Department is requesting to cancel one 14 hour Clinical Nurse Specialist position #8859 and add one full-time Utilization Review Coordinator position for the Contra Costa Regional Medical Center iriptient psychiatry. The position is needed to meet additional regulatory requirements of the Department of Mental Health and Centers for Medicare and Medicaid. The position will coordinate assigned utilization and case management activities for Contra Costa Regional Medical Center to include concurrent authorization and submission of data to Mental Health for post-authorization for payment. Duties of the Utilization Review Coordinator include reviewing requests for services, which require prior authorization to determine if established guidelines are met; communicating with physicians and other healthcare professionals in relation to Utilization Review, Quality Assurance and Improvement and Case Management issues (includes gathering information, passing on information, coordinating and arranging for care, teaching providers); serving as a member of the Utilization Management Committee and providing utilization statistics, trends and reports; to the committee members about related issues and problems. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, Contra Costa Regional Medical Center inpatient psychiatry will be in non- compliance with the Department of Mental Health and Centers for Medicare and Medicaid regulations which could result in sanctions, including exclusion from Medicare funding.
